Tolling Begins on 95 Express Lanes for Monday Commute
What you need to know about the route and how to pay.
Motorists traveling Interstate 95 between Stafford and Springfield have had a free ride on the new 95 Express Lanes for the past few weeks, but tolls begin on the route on Monday morning, Dec. 29.
Tolls will be in effect 24 hours a day. Drivers will need an E-ZPass to pay tolls. HOV motorists will need an E-ZPass Flex to ride the Express Lanes toll-free.
The multi-year project has replaced HOV lanes from Dumfries to the Edsall Road exit near the Interstate 395 interchange. The Express Lanes have also extending the route south to Garrisonville Road in Stafford County.

The $940 million project has been financed, constructed and operated in a public-private partnership between VDOT and Transurban with Fluor-Lane 95.
“Drivers have had the opportunity to practice their route before tolling begins, but now they need to prepare for December 29,” said Nic Barr, Vice President, Operations, Transurban. “We encourage drivers who don’t have an E-ZPass to get one today.”

- Select DMV, Giant Food Stores and Wegmans in Northern Virginia
- E-ZPass Customer Service Centers

For a smooth trip on the Express Lanes, drivers should make sure that their E-ZPass is correctly mounted in their car and that it’s linked to their license plate. Drivers should also check that they have sufficient funds in their account.
The lanes will use dynamic pricing based on traffic conditions to manage demand. The average rush-hour trip on the Express Lanes will cost between $6 and $8, according to WJLA.
