James W. Garrard: The 92-year-old Powder Springs resident died Feb. 21, 2012. He was a resident of Powder Springs for 82 years. The family will receive visitors Thursday from 5 to 8 p.m. and Friday from 10 a.m. to noon. Garrard will lie in state at Praise Tabernacle Friday from 1 to 2 p.m., with service at 2 p.m. with the Rev. Tommy Chapman officiating. Burial will follow at Powder Springs Cemetery.

Matthew Justin "Ozzie" Osborne: May 6, 1980 - Feb. 18, 2012. Funeral services for the Dallas resident will be held Thursday, Feb. 23, at 11 a.m. at the Dallas First United Methodist Church with the Rev. Steve Schofield officiating. Mr. Osborne will be cremated following the service.

In lieu of flowers, contributions can be made to his children's education fund.

Norman Earl Martin: March 9, 1932 - Feb. 22, 2012. Funeral services will be Friday, Feb. 24, at 11 a.m. from Clark Funeral Home, with the Rev. Durwood Perry and the Rev. Gary Ellison officiating. Interment will follow in Old Roswell Cemetery in Roswell. The family will receive friends at Clark Funeral Home on Thursday, Feb. 23, from 5 to 8 p.m.

Billy Joe Meeks: June 29, 1935 - Feb. 20, 2012. Funeral services will be held Thursday, Feb. 23, at 2 p.m. at the Victory Baptist Church, 2907 Mulberry Rock Road, Dallas, with the Rev. Leonard Chambers, the Rev. Glenn Morrow and the Rev. Chris Simpson officiating. Mr. Meeks will lie in state at the church from 1 p.m. until the funeral hour. Randy Meeks, Robbie Meeks, Gene Allen, Timothy Gowens, Cicero Evans and Barry Meeks will serve as pallbearers. Military graveside and interment will follow in the Victory Baptist Church Cemetery.

The family will receive friends Thursday, Feb. 23, from 9 a.m. until the funeral hour.
