Meeting attendees: Mayor Doris Devey, Mayor Pro Tem Pep Rollins, Councilperson Derrick Battle, Councilperson Kathy Carter, Councilperson Kathy Bookout, Councilperson Teresa Philyaw, Robbie Rokovitz, Kelly Hundley, Cynthia Geyer, Jody Palmer, Chief VandeZande, Joan Battle, Helene Fitzgerald, Bob Bookout, Carmen Rollins, Concetta Sellers, Audra Hembree, Alice Hicks, Gary Weekley, Cliff & Jocelyn McGrady, Dave Carmicheal, Dalton Lee, Paul Burleson.

  • Jody Palmer led the invocation and pledge of allegiance.
  • Public Hearing was held to consider the 2014 Millage Rate Rollback.
  • Alice Hicks, Hiram Citizen, commented in favor of the rollback of the Millage Rate.

  • The Regular Session was called to order by Mayor Doris A. Devey.
  • The September 2, 2014 Regular Session Minutes; September 30, 2014 Work Session Minutes were approved.
  • Resolution 2014-05 was adopted to approve the FY15 Millage Rate and to roll the rate to 0.0%.
  • The Fox Environmental Proposal to provide Technical Support Services to facilitate compliance with GA EPD Stormwater Phase II Permit Requirements for 2014-2015 for an amount not to exceed $28,875.00 was approved.
  • Resolution 2014-06 was adopted to appoint an Open Records Officer and Assistant Open Records Officers.
  • Approved the B.W. West Georgia Fence Company proposal to provide Chain Link Fence and Gate for 83 Duncan Circle in the amount of $5,284.00.
  • Approved moving the December 2, 2014 Regular Session City Council Meeting to December 9, 2014, at The Events Place, 855 Hiram-Douglasville Hwy, at 7:00pm.
  • Approved a Bronze Sponsorship of $500.00 and a Sign Sponsorship for $100.00 for the Pumpkin, Putts and Paulding Golf Tournament on October 29, 2014.
  • Visitor Business: Audra Hembree, Hiram Citizen, spoke to the Council requesting more Police presence for the Arnold Lane neighborhood.
  • Entered into Executive Session for the purpose of discussing possible property acquisition.
  • Entered back into Regular Session.
  • Adjourned the Regular Session.
