Woodstock Names Assistant Police Chief, Captain

Kevin Culpepper will serve as the assistant police chief while Mark Hand has been promoted to the rank of captain.

WOODSTOCK, GA -- Woodstock Police Chief Calvin Moss has appointed his second in command and captain to oversee important functions of the department.

Kevin Culpepper has been appointed to the assistant chief post while Mark Hand has been promoted to the rank of captain.

Culpepper replaces former Assistant Chief Bart Giesey, who retired from the agency on Jan. 31. Both men formally took on their new responsibilities on Thursday, Feb. 2.

Culpepper previously held the rank of captain and commander of the Field Operations Division. Assistant Chief Culpepper has been with Woodstock Police Department since 2002 where he has also served as a supervisor on patrol shift, detective and commander of the Criminal Investigations Unit.

He is a graduate of the 260th Session of the FBI National Academy in Quantico, Virginia. As assistant police chief, Culpepper is now commander of Administrative Services Division and oversees training, accreditation, crime analysis, evidence, records/court office and the Criminal Investigations Unit.

Mark Hand previously held the rank of lieutenant and commander of the Investigative Services Unit. Captain Hand has served the citizens of Woodstock since 2002 where he has also been assigned to training officer, traffic unit, detective, Cherokee County multi-agency SWAT team and supervisor on patrol shift.

He is a graduate of the 264th Session of the FBI National Academy in Quantico, Virginia, and completed his master’s degree in public administration from Columbus State University. Captain Hand is now commander of Field Operations Division and oversees the Field Services and Special Operations Group.

"Both bring experience, innovation, and leadership to the department’s command staff. They are committed to leading the outstanding women and men of WPD and providing exemplary service to the citizens of Woodstock."
