Arlington's 2016 Halloween Sex Offender Safety Map

Level 3 sex offenders are not wanted by the police, but they are considered at the highest risk for a repeat offense.

Arlington, MA — There are three level 3 sex offenders living, working or both, or just frequently spending time in the Town of Arlington as of Oct. 14, 2016, according to the Massachusetts Sex Offender Registry Board.

Only the most severe sex offenders with the highest risk to commit another offense are designated as level 3 offenders, according to local authorities. The offenders are not wanted by police, and using this information or harass, discriminate against, or harm these individuals is against the law.

  • Richard Arthur Bursey Jr., of 27 A Appleton St., was convicted of indecent assault and battery on a child under 14 years of age in 1991.
  • Francis Louis Dicecca, 50, works at 19 Prentiss Rd., was convicted of assault with the intent to commit rape, indecent assault and battery on a person over the age of 14 and rape in 1994, and rape in 1995.
  • William P. Kelliher, 59, lives and works at 43 Warren St. in Arlington. He was convicted of rape and indecent assault and battery on a child under 14 years of age in 1997.
