Medford Police Detail Investigation: 20 Suspended, 7 Reprimanded

Mayor Burke said she was "dismayed and disappointed" as more details about the violation of police detail policies were made public.

MEDFORD, MA — The investigation into violations of the Medford Police Department's detail policies, which swept up dozens of officers, stemmed from a construction project in the city last year, city officials said. Mayor Stephanie M. Burke ordered an investigation after learning the policies may not have been followed at the site. After consulting with Police Chief Jack Buckley and City Solicitor Mark Rumley, an independent investigation was conducted by former Massachusetts State Police captain Paul L'Italien.

L'Italien's investigation took place during July and August of this year. He had "full cooperation of the officers and his inquiries were largely answered candidly and without reservation," officials said in a prepared statement.

Of the 45 officers investigated, 15 were fully exonerated and findings could not be supported for three officers. Twenty officers were suspended without pay and seven received a written letter of reprimand, according to the department.

"As mayor, I'm dismayed and disappointed with the actions of some members of the Medford Police Department," Burke said in a statement. "However, I remain confident that in concert with the chief of police, we handled this matter swiftly, professionally, and with veracity."

All officers were prohibited from participating in details for various periods of time and are required to repay any compensation that did not conform with department policy. Middlesex District Attorney Marian Ryan was informed of the investigation.

"While I am disappointed in the findings of the investigation, I have faith in the women and men of the Medford Police Department and believe that the discipline imposed is appropriate to correct behavior," Buckley said in a statement "The officers of the Medford Police Department, involved in this matter, are decent women and men who have historically served this City with distinction. They are contrite. There is no question in my mind that each and every officer involved has served this City well and will continue to do so. As the Chief of Police, I am committed to building trust between this department and the community. The investigation should be viewed in that light."
