Armed Robber From Concord Wanted On Bedford, Goffstown, Liquor Enforcement Warrants

CONCORD, NH — The New Hampshire Department of Corrections is asking for the public’s help finding a man from Concord, with a lengthy criminal history dating back to when he was a teenager, accused of absconding from supervision by state probation and parole.

Moise Ndutiye is 20, Black, about 5 feet, 8 inches tall, and weighs around 160 pounds. He has brown hair and brown eyes. Ndutiye has a one-inch scar on his right forearm and nonspecific tattoos.

Ndutiye is wanted on a New Hampshire Parole Board warrant, a New Hampshire Liquor Enforcement warrant, an electronic bench warrant, and police warrants out of Bedford and Goffstown. Corrections issued “armed and dangerous” and “violent tendencies” warnings due to Ndutiye’s extensively alarming and violent behavior.

Ndutiye, officials said, was released on parole in mid-February “after revocation on prior parole violations involving new criminal conduct.” He “absconded from supervision and a parole warrant was issued May 24.” An alert Thursday stated, “Additional warrants may be forthcoming.”

According to records obtained by Patch in October 2023, Ndutiye had been arrested 13 times since turning 18 in January 2022. He had 62 arrests, criminal filings, and juvenile cases in New Hampshire courts between May 2015, when he was 11, and Oct. 19, 2023, his latest arrest at the time. Ndutiye’s juvenile records are sealed from the public.

Ndutiye was arrested on a felony theft by unauthorized charge in October 2021 after stealing a wallet, bank cards, and cash from a Concord woman. He pleaded guilty to the charge in mid-March. Ndutiye was given an 11-month sentence, stand committed, with 330 days of time served.

While on bail from the Concord felony theft charge, Ndutiye robbed the Polo Ralph Lauren store at the Merrimack Premium Outlet Mall in March 2022. He was charged with robbery, criminal threatening, and two theft by unauthorized taking charges. During the robbery, he threatened to shoot an employee. He was also accused of incidents in Londonderry and Tilton. In December 2022, he pleaded guilty to the robbery and criminal threatening charges as well as one theft charge. He was sentenced to six years in prison, with a mandatory minimum of two years, a minimum of six months, suspended for four years, and 295 days time served. Ndutiye was also ordered to pay $1,275 restitution to the store.

On Feb. 14, according to superior court records, Ndutiye pleaded guilty to willful concealment after an incident at a Goffstown liquor store in November 2023. Originally a felony, due to two prior incidents, it was knocked down to a misdemeanor. He was given a 12-month sentence, suspended for three years, and a $452 fine.

Ndutiye also has a pending felony theft charge out of Concord from October 2023, working its way through superior court. He is booked for a status conference in Merrimack County Superior Court on June 25.
