Concord Felon Arrested On Weapon, Drug, And Other Charges

CONCORD, NH — A felon from Manchester, now living in Concord, is facing charges after a threat incident on Hall Street in July.

Multiple officers were sent to Hall Street for a disturbance around 7:30 p.m. on July 3 after a woman reported a man known to her, inside her home, with a knife and hammer, “pacing around, impaired on drugs,” according to an affidavit. Police learned the man, later identified as Wilson Pellot-Sosa, 33, of breaking a window to access the home, the report stated.

The first arriving officer spoke to him from outside of the home, with Pellot-Sosa, “pacing around” inside, but refused to step out of the home, the report stated. The officer stated there were “freshly broken windows” at the home. The officer also accused Pellot-Sosa of holding a knife while inside the house. The officers attempted to get him to exit the home but he continually refused, the affidavit stated.

While trying to speak with him, the reporting officer accused Pellot-Sosa of hitting a doorknob with a caulking gun.

“Mr. Pellot-Sosa paced back and forth,” the officer wrote, “rolled his eyes around, slurred his speech, and staggered back and forth while walking. Based on my training, education, experience, and observation of him, I believed that he was impaired due to the consumption of drugs.”

The officers spoke to the victim about what happened and she claimed to find drug paraphernalia in her home and drugs inside her bedroom. When she tried to speak with Pellot-Sosa, “he picked up a hammer, looked at her with it in his hands, and told her that he was going to kill her,” the affidavit stated. Pellot-Sosa was accused of mumbling other threats in Spanish and then, picked up a knife, too. The victim then fled the home and called the police, the report stated.

Officers approached the home and informed Pellot-Sosa he was under arrest and needed to exit. He, according to the affidavit, refused. During the interaction with police, the reporting officer accused Pellot-Sosa of picking up the large kitchen knife again. However, officers were able to get him into handcuffs and custody later, the report stated.

Police accused Pellot-Sosa of not cooperating with the booking process — staring at the officers blankly and, at one point, winking at one of the officers, so he was taken to the county jail.

At the home, another officer found a small, clear baggie containing what is believed to be methamphetamine. The victim denied the drugs were hers, according to a third officer.

Pellot-Sosa was charged with criminal threatening-domestic violence, criminal threatening-deadly weapon, felon in possession of a dangerous weapon, and possession of meth charges, all felonies, as well as criminal mischief and resisting arrest or detention charges.

Pellot-Sosa was arraigned on July 6. He is due back in Merrimack County Superior Court for a dispositional conference on Sept. 21.

Pellot-Sosa is a felon due to a felony second-degree assault, drug possession, and attempt to falsify physical evidence guilty pleas in November 2018 after an incident in Manchester.
