Concord Man, With 2 Prior Stalking Convictions, Now Faces A Felony Charge

CONCORD, NH — A man from Concord with prior stalking convictions faces a new charge after a woman filed a protection order complaint last month.

According to an affidavit, a Concord detective began an investigation in March of Ian A. Murray, 31, of North Main Street in Concord, reportedly involving a protected party and a violation of a stalking order. Murray, the detective noted, was arrested in three times in April 2023 — three times for stalking and twice for breach of bail. In late May 2023, he was released on bail “(when) he should have been held,” the detective wrote. An officer attempted to locate him at a business where the protected party worked and while standing outside, accused him of being within 200 feet of the protected party.

In late November 2023, the detective spoke with an assistant county attorney about the case and learned Murray had been assigned to “mental health court,” a report stated, as a bail condition. He was accused, however, of lack of participation in the program. At the same time, a court employee received “disturbing voice messages from Ian (in) which he spoke about the victim of his underlying stalking case,” an affidavit stated. No threats were made, but he “did seem to be obsessed with her,” the detective wrote.

Murray was arrested that evening on a warrant, taken the to the county jail, and could not post the cash bail, the affidavit said.

On Dec. 1, 2023, the victim met with police again about an accusation Murray sent her a Snapchat message about her to a coworker. Since she was not mentioned, there was insufficient evidence to warrant another charge.

Murray, the report said, was released from jail and required to wear an ankle monitoring device through mid-January. The victim reported to police on three occasions accusations that he was communicating with her friend about her, the report said.

On March 7, Murray reached out to the protected party on social media, on a group chat message on Instagram, created two years before, concerning the organizing of a party, the affidavit said. The victim blocked Murray from her socials but received a notification on her cellphone that he had written a message in the group chat. Other witnesses provided screenshots of Murray writing their friends had been told lies about the situation, saying, “Every story has two sides … just hear my story,” the report said. The detective investigated messages in the group chat, spoke with one witness, and filed a warrant for his arrest.

Murray was charged with felony stalking on April 4.

The charge is a felony due to Murray being convicted on stalking twice before in May and October 2023, the report stated.
