Sex Offender Accused Of Failing To Tell Detective About Instagram Account: Police Log

Man arrested on 2nd DUI charge; perp faces unlawful possession, warrant; detergent theft leads to felony arrest for Pittsfield thief.

CONCORD, NH — Richard R. Fortier Jr., 35, of Concord was arrested at 10:23 p.m. on Dec. 23, 2023, on a bench warrant at police headquarters.

Joel Owen Niles, born 1998, of Concord was arrested at 12:57 p.m. on Dec. 23 on a driving after revocation or suspension-subsequent charge after an incident or investigation on Washington Street in Penacook.

Chelsea Malonson, 33, of Concord was arrested at 12:24 p.m. on Dec. 23 on simple assault and disorderly conduct charges after an incident or investigation at Dunkin’ Donuts at 121 S. Main St.

Jeffrey Fields, born 1983, of Concord was arrested at 8:35 a.m. on Dec. 23 on a disorderly conduct charge after an incident or investigation on Pleasant Street.

Rafael Ramos Rosa, 66, of Concord was arrested at 1:26 a.m. on Dec. 23 on a driving under the influence-second offense charge after an incident or investigation on Fisherville Road.

Ian A. Murray, born 1992, of Concord was arrested at 8:37 p.m. on Nov. 30 on a bench warrant after an incident or investigation at the Holiday Inn at 172 N. Main St.

Jon Alan Daigle, 36, of Jaffrey was arrested at 7:20 p.m. on Nov. 30 on three theft by deception charges, all felonies due to two prior theft convictions. He was arrested after an incident or investigation at Target at 80 D’Amante Drive.

Habakku Tarwo, 20, of Pembroke was arrested at 4:04 p.m. on Nov. 30 on a bench warrant and an unlawful possession-intoxication charge after an incident or investigation at Dunkin’ Donuts at 121 S. Main St.

Garrett Rogenski, born 1994, of Concord was arrested at 12:50 p.m. on Nov. 30 on a bench warrant after an incident or investigation at CVS at 157 Loudon Road.

Alexandro Ferreia Da Cruz, born 1991, of Manchester received a summons at 2:40 a.m. on Nov. 30 on an operating without a valid license after an incident or investigation at 62 Manchester St.

James P. Casey, 46, of Main Street in Pittsfield was arrested at 1:09 p.m. on Nov. 13 on a theft by unauthorized taking charge, a felony due to two prior convictions. Police were sent to Hannaford on Fort Eddy Road for a report of a shoplifter in custody. A loss prevention employee accused Casey of stealing $48.84 in laundry detergent. Casey, however, interrupted the loss prevention employee and said he had forgotten his wallet in his car and went out to grab it, an affidavit said. The officer eyed surveillance video and accused Casey of hanging around the wing bar for a minute while holding two laundry detergent containers and then walking by a register. The officer claimed he walked back toward the produce section of the store and then left. Casey then returned to the store, walked by a register again, and exited the store again, the report said. He was previously convicted of theft in Merrimack District Court in March 2006 and Hillsborough County Superior Court North in October 2018.

Krystal Robert Robie, 34, of Fisherville Road in Concord was arrested at 8:15 p.m. on Nov. 8 on a felony online identifiers charge. On Sept. 11, a detective met with Robie, birth name Christopher Beaulieu, who was requesting an update to their sex offender registration with a new address and phone number. During questioning about online identifiers, Robie stated an Instagram account was created a few days prior. The detective did a search of the social media site and also requested information about the account and believed Robie was lying when they could not answer questions about the exact day of the creation of the account. Two days later, Robie dropped off files from Manchester police and between Aug. 6, 2021, and April 20, 2023, Robie “never reported an Instagram account” to either police department, the detective reported. The detective found a phone number in the Manchester filing from January 2023, including an account created on Jan. 10, 2023, an affidavit stated. The detective requested a search warrant from Meta Platforms to check an account on Sept. 26, 2023. Meta returned the request on Oct. 6 and confirmed the account was created in January 2023 using Robie’s phone number, information that should have been reported on Aug. 17, 2023, to Concord police after they moved from Manchester. A warrant was issued for Robie’s arrest on Oct. 20. Robie is a sex offender due to a felonious sexual assault conviction from March 2011 after an incident in Pittsfield in 2008. Other convictions include duty to report on July 2023 and May 2022, assault by prisoner in March 2012, February 2012, and March 2011, as well as theft, criminal mischief, receiving stolen property, breach of bail, criminal threatening, violation of probation-parole, two criminal mischief, and two violation of a protective order charges.
