Joseph F. Schultz, 21, of Pinehurst Street in Concord, was arrested at 2:30 p.m. on April 18, for violation of a protective order. According to a court affidavit, at around 1:13 a.m., an officer was sent to an apartment on Pinehurst Street for a report that Schultz had allegedly violated a stalking order against a 55-year-old woman that lived at a nearby apartment. She alleged that while sitting on her couch around 12:30 a.m., she heard Schultz’s voice coming from outside her second floor balcony. While she didn’t see him, “she was confident it was his voice that she heard” and alleged he was within 30 feet of her, violating the order. The officer went to speak to the downstairs neighbor who stated that Schultz wasn’t there but reportedly had been earlier. Schultz, he stated, was out walking his dog and the two chatted for a bit and shared a cigarette on his patio.
