Concord Police Log: Woman Arrested for Criminal Threatening
Plus, more teens busted for booze; two Loudon men in trouble; and DWIs.

Tracy L. Perley, 48, (pictured) a homeless woman now located in Concord, was arrested at 2:23 p.m. on Sept. 24, on a criminal threatening charge, and at 9:45 p.m. on Sept. 26, on warrants. The first charge occurred at the Concord Homeless Outreach Center on Sept. 16, against a man. In the second instance, Perley was picked up at the Hess gas station for active warrants.
Jesse Koenig O’Connor, 23, of Mountain Road in Concord, was arrested at 1:22 a.m. on Oct. 3, on two counts of driving while intoxicated. An officer pulled over a Toyota Prius that was driving on North Main Street without its lights on. The vehicle was pulled over by Dips Frozen Yogurt. The officer spoke to the driver, O’Connor, and two passengers, who had just left Penuche’s in Bicentennial Square. O’Connor allegedly smelled like alcohol, agreed to perform field sobriety tests, and was arrested. He was also issued a summons for front lights.
Robin Lynn Lane, 46, of Thorndike Street in Concord, was arrested at 5:53 p.m. on Oct. 3, on warrants from the Merrimack County Sheriff’s Office for failure to appear on a traffic offense and a parole violation.

James Gagne, 20, of Clough Hill Road in Loudon, was arrested at 7:15 p.m. on Oct. 3, and charged with willful concealment, theft by deception, criminal mischief, and a bench warrant. An officer was sent to Manchester Street for a report of a domestic. A man, Gagne, was outside of the apartment “adrenalized and shaking” after an incident between himself and his wife, who had just kicked him out of her apartment. Gagne alleged that she slapped him and he fell, hitting a shadow box that was hanging on the wall. He also alleged that she struck him “repeatedly on his upper back and neck.” The woman alleged that Gagne had written a note to her while she was at work and was leaving her and their daughter. She got angry, started crying, and told him to leave. She alleged that Gagne was “picking up things and throwing them at the door.” The officer went back out to speak with Gagne and later, arrested him. Gagne also had a warrant out of Goffstown District Court from July 31, for nonappearance in court on a theft by unauthorized taking charge, $832 cash to settle. He was also wanted for willful concealment and theft by deception at Walmart on Loudon Road on March 21.
Samuel Owen Dameron, 25, of Lovejoy Road in Loudon, was arrested at 8:49 p.m. on Oct. 3, on two counts of driving while intoxicated and an aggravated driving while intoxicated charge. An officer pulled over a Chevrolet Malibu on South Main Street, which had a headlight out. The driver, Dameron, allegedly smelled like alcohol and had glossy, bloodshot eyes. He was also allegedly slurring his speech. He agreed to perform field sobriety tests and was arrested. Dameron also received summonses for headlights required, change of address license, change of address registration, and operating without corrective lenses.

Heather M. Cunningham, 24, of Jug City Road in Epsom, was arrested at 1 a.m. on Oct. 4, for driving while intoxicated. While driving on North Main Street, an officer saw a vehicle without a front license plate. The officer turned around to follow the vehicle, which was from Georgia. At the intersection with Loudon Road, the vehicle took a right hand turn on red without stopping first. The vehicle crossed the white line numerous times and was pulled over outside Buffalo Wild Wings. The driver, Cunningham, reportedly couldn’t find the car’s registration and rifled through a number of documents. She allegedly smelled like alcohol, according to the officer. Cunningham agreed to perform field sobriety tests and was arrested. After being put in the police cruiser, her attitude allegedly changed, and she became difficult and uncooperative, according to the report. At one point, Cunningham began yelling and the “odor of alcohol in the vehicle was very strong,” the officer alleged. She also received a summons for traffic control device.
Scott D. Titus, 46, of Pine Street in Manchester, was arrested at 5:54 a.m. on Oct. 4, on a felony receiving stolen property charge from Sept. 11, concerning a bike he was in possession of when he was arrested previously.
Carla Louise Garland, 32, of Union Street in Concord, was arrested at 6:49 a.m. on Oct. 4, on a simple assault charge. Officers were sent to Union Street for a 911 hang up call. When they arrived, they found a woman, Garland, who was “crying, yelling, and visibly upset,” according to the report. Garland spoke to police about a child custody issue but denied any assault took place. Police then spoke to the son who stated that his mother pushed his father two or three times and then he hit his mother with a curtain rod to get her to stop. The husband was later interviewed and alleged that Garland had pushed him several times in the chest while they were arguing. She was then arrested.
James B. Bullock, 43, of Main Street in Pittsfield, was arrested at 1:13 p.m. on Oct. 4, on a simple assault charge. An officer spoke with a woman about a past tense assault. She alleged that Bullock called her to inform her that he was heading to her house to retrieve some items. The woman told him that the items were not there and he wasn’t welcome at the home. He allegedly arrived with another person anyway and they, along with others, all began yelling at each other. The woman alleged that Bullock and another person stated that they would “f------ kill everyone” in the house. Bullock also allegedly pushed the woman in the chest. Officers met with Bullock who alleged that he was being yelled at and later, threatened with a knife. After speaking with more witnesses, Bullock was arrested.
Alexander Stevens Shinall, 19, of South State Street in Concord, was arrested at 11:48 p.m. on Oct. 4, and charged with facilitating a drug or underage alcohol house party, unlawful possession of alcohol, and a bench warrant. Also receiving summonses for unlawful possession of alcohol were Alexander B. Fleming, 19, of Shaker Road in Concord; Samantha D. Arsenault, 19, of Warren Street in Concord; Steven J. Lovely, 18, of North State Street in Concord. Officers were sent to a report of an underage drinking party on South State Street. When they arrived, they reported seeing Jack Daniels, Red’s Apple Ale, and wine inside the home. The officers spoke to Arsenault, Fleming, Lovely, and Shinall, and they were all charged. According to police, Shinall had an active warrant for failing to appear in Concord District Court on a drug charge so he was arrested. Another teen was also summoned while another was released due to blowing a 0.00 on a breathalyzer test.
Bayshay Eva Bruss, 20, of Springfield Street in Concord, was arrested at 11:53 p.m. on Oct. 4, on a driving while intoxicated charge. An officer saw a Toyota Corolla with a defective side headlight driving down Gully Hill at about 20 mph. The officer caught up with the vehicle and pulled it over at Boloco on Fort Eddy Road. When the driver, Bruss, rolled down the window, the officer allegedly “could immediately smell a strong odor of marijuana coming from within the vehicle.” Bruss’ eyes were allegedly bloodshot red and glossy. When asked if there were drugs in the car, she reportedly said No, but added that she had just dropped off her sister at a friend’s house and they were recently smoking marijuana. She also denied smoking herself, according to the officer. During a consent search of the car, two bags with traces of marijuana were allegedly found. Bruss agreed to perform field sobriety tests and was arrested.
