CONCORD, NH — A former Massachusetts resident, accused of being involved in a violent, organized heroin operation out of the Merrimack Valley that dealt drugs in New Hampshire, has been arrested in Concord on a felony charge after an incident last year. A detective and sergeant met with a cooperating individual on Nov. 22, 2019, to continue identifying "several sources for illegal drugs (including) heroin, fentanyl, and methamphetamine." The individual, according to a detective, was "a tested informant" who had purchased substances with the city's drug enforcement unit previously.

During this meeting, the individual accused Mary Levis, 62, of Maple Street in Concord, of "selling suboxone" and added she had "a history of drug sales." The individual noted that she was indicted by the federal government a few years ago for selling heroin.

"This information was later confirmed by the U.S. Court," the detective stated in an affidavit while giving the informant the green light to line up a buy.

The individual called Levis on a cell phone and accused her of agreeing to sell 10 suboxone pills and the affidavit stated they agreed to meet in the Salvation Army Sheep Davis Road parking lot.

After the deal was lined up, the detective searched the cooperating individual, made sure he had no money, contraband, or weapons, and then wired him with an audio recording-monitoring device, and gave him $100 from police "buy funds." From there, the sergeant and detective drove to Sheep Davis Road, dropped of the individual off in the parking lot, and watched as "X met with Levis" while "conducting the drug transaction directly with Levis in her personal vehicle," a court affidavit alleged.

The pills were identified as buprenorphine hydrochloride and naloxone hydrochloride, according to the report.

Levis' identity was confirmed via photos from the New Hampshire Department of Motor Vehicles and the Mass. Registry of Motor Vehicles, the detective stated.

A warrant was issued for her arrest on Dec. 9, 2019, and she was arrested on Dec. 17, 2019, on a single felony charge.

Levis was scheduled to be arraigned in Merrimack County Superior Court on Jan. 2, 2020, but according to a court record, she failed to appear. An arrest warrant was issued against her on Jan. 3.
