High Speed Chase Ends After Spike Strips Deployed Twice: NHSP

Troopers allege registered sex offender Jessica Michaud raced through numerous towns at speeds of up to 100 mph. Javier Luna also charged.

CONCORD, NH — Two Queen City residents were arrested this morning after a multi-agency pursuit last night through numerous towns in the Lakes Region and eastern New Hampshire, according to state police. Jessica Michaud, 36, of Manchester, was arrested on May 12, 2019, on two outstanding warrants for a parole violation and sex offender registration violation. She was also charged by the New Hampshire State Police with disobeying an officer, reckless driving, and operating after suspension-subsequent.

Additional charges against Michaud are expected to be issued by the Pittsfield Police Department.

Also arrested by state police was Javier Luna, 39, of Manchester, on an outstanding warrant for a parole violation.

At just before midnight last night, police in Pittsfield notified state police that they were in pursuit of a vehicle on Route 11 South toward Route 16 from the Alton traffic circle due to “numerous traffic violations,” according to Lt. John Hennessey of Troop A.

“Soon thereafter, troopers were notified that the pursuit was now on Route 16 southbound in Rochester and the suspect vehicle had periodically reached speeds of 100 mph,” Hennessey alleged. “Troopers positioned on Route 16 in Dover were able to deploy spike strips and then assisted the Pittsfield Police Department with the pursuit as it exited the highway at Exit 6 and traveled onto Route 4 West.”

The pursuit led into Lee where a second spike strip was deployed by police there and they were able to stop the vehicle, a gray 2008 Volkswagen Jetta.

“The vehicle had two occupants and both were taken into custody without incident,” Hennessy noted.

Michaud, according to posts on Patch and other news outlets, is no stranger to police, having been arrested in Salem for possession in 2013, and on warrants during a crack cocaine and heroin raid in Manchester in 2015.

Originally from Concord, Michaud was convicted of indecent exposure and lewdness in Merrimack County in September 2003. The conviction requires her to register as a sex offender. She was arrested in Florida in January 2005, according to online records.

Other convictions include false report to law enforcement in 2017, violation of probation or parole and numerous duty to inform charges in 2016, as well as identity fraud, drug possession, and public welfare prohibited in 2013. She was also convicted of violation of probation or parole and duty to inform numerous times, as well as another drug possession count, between 2007 and 2011, according to the state of New Hampshire.
