Log: Cabbie Charged with DWI After Allegedly Nearly Hitting Kids in a Crosswalk

Concord residents summoned after assault incident on East Side Drive and man allegedly causing crash after falling asleep at the wheel.

Christopher Bouchard, 42, of Ty Lane in Concord, was arrested at 3:30 p.m. on Oct. 14, 2015, for second-degree assault, a felony, and two counts of simple assault. Also arrested was Walter W. Ward, 47, of Hall Street in Concord, was arrested at 2:04 p.m. on Sept. 2, for second-degree assault, a felony, and simple assault. According to a court affidavit, on Aug. 7, 2015, police were sent to the Comfort Inn on Hall Street for a report of a man being assaulted. The victim was being transported to Concord Hospital. According to witnesses, two men were sitting in a car on Poplar Avenue when they were approached by Ward. Ward reportedly told the men to leave “saying something about stopping the drug dealing,” according to the report. Upon hearing this, another man, the victim, stepped off a porch and spoke with Ward. The two, according to the report, started arguing and Ward and Bouchard allegedly jumped the man. Another witness, however, alleged that she saw that one of the men from the vehicle punched the victim once in the face. She stated that Ward and Bouchard “left hours ago.” The officer then went to speak to the victim who had a bloody nose and cuts on his forehead and knees. “It was clear that (the victim) was not punched once in the face as (the woman) stated,” the officer alleged in court affidavit. The victim stated that Ward was drinking at the house next door and came over and told everyone to leave. The men in the car, however, were the victim’s friends. They both began arguing and “Ward got up into his face and then chest bumped him,” according to the report. The victim then pushed Ward away and got jumped by Bouchard, he alleged. He alleged that they were “punching and kicking him” and then, Ward allegedly “got behind him and brought him down to the ground by the neck” while Bouchard allegedly continued to kick and punch him, according to the affidavit. The officer went to speak to Ward and he allegedly stated that he confronted the victim about the drug dealing going on, they started to argue, and he walked away. He reportedly denied assaulting the victim. A warrant was issued on Aug. 27, for Ward’s arrest, and he was arrested on Sept. 2. Bouchard was arrested last week and is due in court on Nov. 23.

Andrew P. Dickinson, 25, of Chapel Street in Concord, was arrested at 1:58 a.m. on Oct. 14, on a bench warrant out of Concord District Court on Aug. 12, 2015, for nonpayment of fines, $695 cash to settle. He was arrested outside of the Chi Cha Hookah Lounge on Pleasant Street. Dickinson is due in court on Nov. 6.

William G. Ellis, 37, a homeless man now located in Concord, received a summons at 11:16 a.m. on Sept. 16, for camping restricted. Officers were on foot patrol in Healy Memorial Park on Basin Street when they reportedly found a large homeless camp. One tent was reportedly occupied by Ellis, the only one who had previously been warned not to camp on city property, according to the report. He was given a summons and is due in court on Oct. 26. Others were told to vacate the area and not camp on the property or they, too, would be summoned to court.

Elizabeth Nyirabutega, 43, of Royal Gardens in Concord, Peniah Twizere, 19, of Loudon Road in Concord, Esperance Nyamugambire, 19, of Loudon Road in Concord, and Nyamaneza Nyamamsoso, 21, of East Side Drive in Concord, all received summonses on Sept. 15, and Sept. 16, for simple assault after an alleged incident on East Side Drive on Sept. 4, 2015.

Alicia D. Bickford, 34, of Jennings Drive in Concord, was arrested at 8:55 a.m. on Sept. 14, for suspended registration, driving after revocation or suspension, driving without giving proof, and driver’s license prohibitions after a traffic stop on Pleasant Street for a brake light not working. Bickford’s license was suspended for cancellation of insurance and pay fees on Aug. 28, 2015.

Ashley Kosch, 28, of East Street in Claremont, received a summons at 12:34 a.m. on Sept. 13, for driving after revocation or suspension after a traffic stop for operating without a headlight. Her license was suspended in February 2013. She’s due in court on Oct. 26.

Gardiner S. Doughty, 54, of Brook Circle in Loudon, was arrested at 8:26 p.m. on Sept. 12, for aggravated driving while intoxicated and two counts of driving while intoxicated. Police were called to Marshalls on Storrs Street for a possible DWI involving a Dodge Caravan that drove through a red light and narrowly missed juveniles crossing a crosswalk. An officer stopped the vehicle and alleged that the driver, Doughty, smelled like alcohol, was slurring his speech, and his eyes were bloodshot. He was asked if he had a medical condition or any issues and Doughty reportedly stated that he didn’t and asked, “was my driving really bad? Who complained?” When asked if he had been drinking, he allegedly admitted to having a few beers before his shift, which started at 2 p.m. After field sobriety tests, he was arrested. One of the officers allegedly found two liquor nips in the door – one was full and the other was empty.

Allan Jansen, 30, of Pinehurst Street in Concord, received a summons at 12:14 a.m. on Sept. 11, for negligent driving after a crash at the intersection of North State and Peabody. Police found the vehicles with heavy damage. The driver, Jansen, was driving a Kia Forte and allegedly told officers that he fell asleep on his way to work and crashed into a Jeep Grand Cherokee traveling in the other lane. The driver of the Jeep alleged that Jansen was “flying” toward her so she tried to move out of the lane to avoid the Kia but was unable to.

Allen L. Turner, 59, of Airport Road in Concord, was arrested at 8:54 p.m. on Sept. 9, on a bench warrant out of Brentwood District Court. Officers were called to a home on Airport Road for a check on the welfare call. They found a man sitting in a chair reportedly yelling and holding a weapon. After about 15 minutes, the officers were able to get the weapon out of his hands and get him to agree to let EMTs transport him to the hospital. After being treated, he was arrested on the bench warrant.

Sarah E. Babineau, 30, of School Street in Concord, was arrested at 8:15 a.m. on Sept. 8, for driving after revocation or suspension, suspended registration, and over taking and passing a school bus after a traffic stop on Rumford Street for passing school buses while they were loading off children at the McAuliffe Elementary School. A check yielded a suspended license and registration and she was arrested.
