Concord Police Log: Witnesses Say Drunk Driver Threw Beer Out Window After Crash
Plus, newspaper deliveryman nearly sideswipes oncoming vehicles, NY man allegedly steals truck parts, and alleged drug dealer is arrested.

Ganga R. Biswa, 24, of Sanborton, was arrested at 6:20 p.m. on May 8, 2015, aggravated driving while intoxicated, two counts of driving while intoxicated, and driving after revocation or suspension. Officers were sent to a crash on Jennings Drive between a Mazda and a Hyundai. One of the officers spoke to Biswa, who was sitting in the passenger seat of the Hyundai, and reportedly told the officer that his brother was driving. However, two witnesses said he was one driving the vehicle. The witnesses said they were traveling south on the road in the Mazda while the Hyundai was traveling north. There wasn’t enough room for both cars, due to vehicles parked on both sides. They alleged that the Hyundai then sped up and drove right into them. Another witness alleged that Biswa threw a can out the window after the accident. A can of Hurricane was found on the ground near the crash scene. Biswa reportedly smelled like alcohol, agreed to a field sobriety test, and was arrested.
Omar M. Osman, 30, of Loudon Road in Concord, was arrested at 5:40 p.m. on May 6, on a driving after revocation or suspension charge. While watching for no left turn violations at the CVS on Loudon Road, and officer pulled over a Chrysler Sebring on East Street Drive. The driver, Osman, had a suspended license and was arrested. According to records, he was convicted of operating after revocation in Derry District Court in July 2013. He was also suspended for default court summons for child support, registration fee, and clear default rulings during the last three years. Osman is due in court on June 15.
Lance Holmes, 57, of North Ocean Avenue in Farmingville, NY, was arrested at 9:40 a.m. on May 5, on four counts of theft by unauthorized taking or transfer from May 4, and May 5, at Banks Chevrolet on Manchester Street. Officers were sent to the dealership because an employee believed that a man who stole a plow controller the previous day was back at the dealership. The employee stated that the day before around 10 a.m., another employee had parked a truck out back of the shop. About an hour and a half later, a plow controller had disappeared. The employee looked at the footage and saw a heavy set, older man reportedly take the controller. Another employee saw the man with a bulge in his jacket and he reportedly admitted to having the plow controller. He gave it to the employees and said that another one he took would be returned once he got his truck serviced. The man then returned the next day and officers spoke to him and he was arrested. Two days later, the officer went back to Banks to get video of the thefts and the employee alleged that four items were taken valued at $1,125.24. Holmes is due in court on June 8.

Roger L. Brisson, 46, of Albin Street in Concord, was issued a summons at 6:39 a.m. on May 3, for negligent driving. While on Green Street, an officer saw a vehicle drift into the left lane into oncoming traffic, nearly sideswiping two other vehicles. The officer heard the other vehicles honk their horns at the car. As the vehicle approached, the officer noticed that the driver had a cellphone to his ear and he was pulled over. The driver, Brisson, was delivering newspapers and still talking on the phone after the officer pulled him over, according to the report. After a discussion about the accident he almost caused, the officer issued him a summons. He’s due in court on June 1.
Declan Donnelly, 25, of South Street in Concord, was arrested at 2:06 a.m. on May 3, on a bench warrant out of Hooksett District Court from June 18, 2014, $1,005 cash to settle, on a DWI charge. A sergeant and officer were sent to the Durgin Block Garage to check on some people in the alley way and reportedly heard Donnelly yelling at other people to get out of a car. They spoke to all involved and arrested Donnelly after finding the active warrant. He’s due in court on June 10.

Timothy P. Ryan, 27, a homeless man now located in Concord, was arrested at 12:38 a.m. on May 2, on two counts of driving while intoxicated. An officer on patrol on Loudon Road saw a Chevrolet Malibu with its headlights on and the engine running in the parking lot. The officer ran a check on the plate and it came back with an expired registration. The officer approached the vehicle and found the driver, Ryan, “slouched over the driver’s seat with his head pressed up against the driver’s side window.” The officer knocked on the window twice and Ryan allegedly woke up. The officer alleged that his speech was delayed and slow, and he smelled like alcohol. Ryan agreed to a field sobriety test and was arrested.
Gregory J. Davies, 31, of Rocky Ledge Road in Windsor, was arrested at 2 p.m. on May 1, on two felony counts of sale of controlled drugs (heroin, amphetamines) from Jan. 21, 2015, on Eastern Avenue. He was arrested by the Bow Police at the Hampton Inn on South Street and held without bail.
Megan E. Mullaney, 24, of Old Suncook road in Concord, was arrested at 2:26 a.m. on May 1, on two counts of driving while intoxicated. An officer on South Main Street saw a Toyota drifting in the lane and crossing over the white fog line. The vehicle was pulled over on the Manchester Street bridge. The driver, Mullaney, allegedly had glassy, bloodshot eyes, and was slurring her words while talking to the officer. She agreed to a field sobriety test and after stepping out of the car, used her armrest for support and was allegedly unsteady on her feet, stumbling out of the vehicle. She was later arrested.
Andrew P. Dickinson, 24, of Beacon Street in Concord, received a summons at 2:32 p.m. on March 30, for driving after revocation or suspension and failure to yield to a pedestrian in a crosswalk after not stopping for an elderly man trying to cross at North State and Court streets. He was stopped a few blocks away. Dickinson reportedly said he was unaware of the license suspension.
Cory Luduc, 19, of Swiggy Brook Road in Chichester, was arrested at 4:30 p.m. on March 29, on a conduct after an accident charge from March 19, at Sheep Davis Road and Loudon Road.
Angelo L. Santiago, 22, of Tahanto Street in Concord, was arrested at 12:34 p.m. on March 29, on a bench warrant as well as simple assault, domestic violence-simple assault, and criminal trespass charges. An officer was sent to an apartment building on Old Suncook Road to investigate a past tense assault. A woman alleged that her boyfriend, Santiago, had assaulted her. She stated that he had spent the night but got up in “a bad mood since he did not have any cigarettes,” according to the report. She asked him to leave and he allegedly grabbed her by the arms and pushed her backwards. She fell and struck her angle on the edge of the bed. She asked Santiago to leave and he agreed to if she agreed to speak with him in the hallway. After he went into the hallway, she closed and locked the door. She alleged he continued to ring the buzzer and knock on the door. Later, she called her father for assistance and he reportedly got into a struggle in the parking lot with Santiago. Santiago had an active warrant for controlled drug: acts prohibited from March 5, 2014. The officer went to Tahanto Street and arrested him.
Daniel B. Hough, 42, of Flagg Road in Loudon, was arrested at 1:53 a.m. on March 28, on simple assault and domestic violence-simple assault charges. Officers were sent to Village Street in Penacook to assist another officer with a traffic stop. However, while there, three individuals including a woman approached the officer. The woman stated that her husband, Hough, allegedly assaulted. The woman had a bloody tissue held to her mouth. The woman stated that the two had been out for drinks earlier and when they got home, began arguing. He allegedly began calling her names and ordered her to make him some food. When she didn’t, he allegedly punched her in the face. She called her father and left the house. Hough reportedly left the area on foot. The officer noted the injuries to her face, lip, and teeth. The reporting officer caught up with Hough on Sanders Street and he “had no idea why I wanted to speak to him,” the officer reported. Hough reportedly admitted that there was an argument but said it was only verbal. The officer noticed a cut with fresh blood on his right hand and he was arrested and held without bail.
Frank H. Pickering, 31, a homeless man now located in Concord, was arrested at 7:35 p.m. on March 27, on theft by unauthorized taking or transfer and default or breach of bail conditions charges. Officers were sent to the Cumberland Farms on Manchester Street for a report of a man who stole beer from the store. As they arrived, they saw two men walking away from the western part of the store. One was Pickering, who allegedly told officers he bought a single can of beer. He reportedly denied stealing beer. He was allegedly unsteady on his feet, had bloodshot eyes, and was slurring his speech. Since he was out on bail and not to drink, he was arrested. The store manager alleged that Pickering put a number of large beer cans in his backpack that he didn’t pay for. Inside his backpack, police allegedly found four cans of beer. Pickering was arrested and held without bail.
Ronaldo L. Towers, 29, of Eastman Street in Concord, was arrested at 4:03 p.m. on March 27, on a felony change of registration information; duty to inform charge from November 2014. He was convicted of felonious sexual assault against a victim between 13 and 16 back in 2007.
