Marshals Searching For Sexual Assaulter Wanted On Meth, Registration Charges

CONCORD, NH — The U.S. Marshals-New Hampshire Joint Fugitive Task Force is actively attempting to find and arrest a fugitive wanted on a drug possession charge and a failure to register as a sex offender accusation.
Jesse E. Pickard Jr. is 34, about 5 feet, 7 inches tall, and weighs 160 pounds. He has brown eyes and hair. Pickard has a scar on his head and a disc tattoo on his abdomen.
Concord police have been searching for Pickard since late May after accusing him of failing to register as a sex offender and possessing methamphetamine, Jeffrey White, a deputy marshal, said.

“Pickard is a Tier 2 sex offender with a lifetime registration requirement,” he said. “Pickard is required to register due to two convictions for felonious sexual assault on a child older than 13 and less than 16 years of age with an age difference of more than four years.”
Pickard, White said, was last known to live in Concord but his current whereabouts are unknown.

This is the second time marshals have searched for Pickard. Back in February 2017, he was a fugitive of the week after failing to register with police then. Pickard was quickly caught, according to a post on Patch.
Superior court records show Pickard’s felony criminal history dates back to May 2010 when he first faced multiple rape charges in both Concord and Franklin. In December 2010 and May 2011, he pleaded guilty to two felonious sexual assault charges. Also in May 2011 and May 2012, he was found in violation of probation.
In February 2012, he was accused of possession of child sexual abuse images from an incident in Franklin in May 2011. The charge was later nolle prossed.
In October 2015, he was accused of failing to register as a sex offender in Franklin and also charged with unsworn falsification, and pleaded guilty to both charges in March 2016.
A few months later, Pickard was arrested for receiving stolen property and theft by deception charges in Manchester and pleaded guilty to the charges in August 2016.
Pickard was accused of duty to inform in Concord in March 2017 but the charge was nolle processed months later. More duty to inform charges surfaced in Concord in April 2017 as well as violation of probation or parole charges. He pleaded guilty to a single count. Pickard was also charged with duty to report in Franklin in July 2018 and July 2019, and pleaded guilty to all the charges.
