Mass. Man with Blank Stare Arrested for Driving Drunk
Concord Police: Eyeing cellphone leads to car crash and a man calls police but later gets arrested for allegedly assaulting his girlfriend.

CONCORD, NH - Nicholas F. Tansey, 25, of Brookwood Lane in Contoocook, was arrested at 10:30 a.m. on Dec. 2, 2015, for possession of controlled drugs from a traffic stop on Jan. 29, 2015, on South Main Street and I-93 Exit 12 onramp. He turned himself in to police and is due in court on Jan. 4, 2016.

Stephen F. Zankowski, 24, of Sanders Street in Concord, was arrested at 2:12 a.m. on Dec. 1, for simple assault and domestic violence-simple assault. Officers were sent to the address for a 911 hang up call and a second call with Zankowski reportedly asking for assistance after a verbal argument with his girlfriend. Zankowski allegedly told officers that the argument was only verbal and she was gathering her things to leave. When officers went to the apartment, the door was locked and the woman wouldn’t answer the door. The officers spoke to her through a window and she later opened the door. She stated that she got home around 10 p.m. and Zankowski was sleeping. She tried not to wake him but he later woke up, confronted her about being out so late, and the two began arguing, according to the report. She decided to gather up her things to leave and while doing so, went to her bedroom when Zankowski allegedly “shut the door on her” which pinned her between the door and the door frame, striking her in the leg, chest, and neck, according to the report. The officer noticed a red mark on her neck. She tried to call police but Zankowski allegedly took her phone and threw it down the hall. The officers later found the phone with the battery dislodged on the floor and cracks on the screen. The officers went back to speak with Zankowski who allegedly stated that he was holding the bedroom door to keep the woman out of the room so he could call police. He reportedly stated he didn’t know how she got the red mark on her neck. Zankowski was then arrested and arraigned later that morning.

Michael Burke, 45, of Concord Street in Concord, was arrested at 8:30 p.m. on Nov. 29, for driving after revocation or suspension. While on Manchester Street near Old Turnpike Road, an officer reportedly saw Burke driving a 1999 BMW 3 and knew he had a suspended license. He was pulled over on Water Street and when asked for his license, allegedly stated, “I don’t have one.” Burke was then arrested. According to the arrest report, his license was suspended in December 2014 for default child support. He was also convicted of operating after revocation on April 13, 2015, and again on June 4, 2015, in Concord District Court. Burke is due in court on Jan. 4, 2016.
Kelly L. Butler, 49, of Sheep Davis Road in Pembroke, was arrested at 11:45 a.m. on Nov. 16, for felony robbery, felony theft by unauthorized taking or transfer, simple assault, receiving stolen property, and misuse or failure to display plates after an incident on Oct. 10, 2015, at the Walmart on Loudon Road. Butler was arrested on a Concord warrant at Ayer District Court in Massachusetts. She is due in court on Dec. 28.

Justin W. Howe, 27, of Chestnut Street in North Andover, MA, was arrested at 11:39 p.m. on Oct. 31, 2015, for driving while intoxicated. An officer was sent to the Applebee’s restaurant on Loudon Road for a report of a patron the restaurant stopped serving who was now leaving the area in a Nissan SUV. An officer was at Regal Cinema at the time the call came in and quickly found the vehicle at the Loudon Road gas station. The driver, Howe, allegedly got out of his vehicle and was instructed three times to return to the vehicle. When asked for his license and registration, Howe allegedly “appeared confused by my request” and then asked what he did wrong, since he was just buying lottery tickets. “I immediately observed the operator’s eyes appeared very watery and red, and were partially closed,” the officer alleged. When asked a second time for his license and registration, Howe allegedly looked up at the officer with a blank stare, paused for several seconds, and then reached into the glove compartment, according to the report. “For several minutes, I watched as the operator fumbled through several documents within the glove compartment in an attempt to produce the vehicle’s registration,” the officer alleged. “The male subject eventually abandoned that task, handed me his driver’s license and proceeded to stare at me with a blank look on his face.” When asked where he had come from, Howe reportedly stated he had just left his apartment and allegedly like alcohol while speaking with the officer, with slurred speech. After field sobriety tests, he was arrested.
Laura L. Fortin, 46, of Concord Street in Concord, was arrested at 7:51 p.m. on Oct. 30, for default or breach of bail conditions. An officer was sent to Cumberland Farms on Manchester Street for a report of a domestic incident that may have occurred on Concord Street and led to the store. One of the parties involved, Fortin, had been arrested two weeks before for assault, and was not supposed to have contact with the victim. Concord Fire and Rescue teams were also at the scene. The officer stated that Fortin, who was in the ambulance complaining of back and neck pain, was allegedly “not being very forward with the details of what had occurred that night.” The officer got the impression that Fortin may have been assaulted by the victim that she was not supposed to be with. After discussing the incident, she was arrested for default or breach of bail.
David R. Joyal, 25, of Branch Turnpike in Concord, was arrested at 1:53 p.m. on Oct. 28, for felony habitual offender after a traffic stop for expired registration. The vehicle was stopped on I-93 South just before Exit 12. The driver allegedly told the officer that he didn’t have ID or registration. A check yielded a revocation from February 2012 and he was arrested.
Chantal Furaha, 33, of Fayette Street in Concord, received a summons at 3:26 a.m. on Oct. 20, for defective taillight and operating without a valid license. Furaha was stopped on Loudon Road for driving an Acura with a taillight out. She had a pending license status so she was given a summons.
Tucker C. Sampson, 31, of Alice Drive in Concord, received a summons at 1:42 p.m. on Oct. 18, for mobile electronic devices while driving and operating without a valid license after a crash on North State Street and Parmenter Road. Sampson was driving a Subaru at the time of the crashed. “Sampson said that he picked up his cell phone and was looking at it when he slammed into the rear of the vehicle directly in front of him,” the officer alleged. “Sampson said that he did not realize that the traffic had stopped due to his looking at his phone. I asked Sampson if he had received a call or if he was just looking at the phone. Sampson said, ‘Yes,’ and then said he was looking at his phone.” His license expired in August so he was cited.
Peter R. Mackey, 28, of North State Street in Concord, was arrested at 2:30 p.m. on Oct. 15, for fraudulent use of a credit card. According to a court affidavit, on July 27, 2015, Mackey was arrested at the Steeplegate Mall on theft of lost or mislaid property and two counts of attempted credit card fraud. At the time of the arrest, Mackey allegedly had a receipt for $13.20 from the 7-Eleven on Loudon Road for two packs of Marlboros that he had allegedly charged with a credit card that wasn’t his. On Sept. 9, 2015, the officer checked video at the store to confirm that it was Mackey who allegedly made the illegal purchase after doing so, filed a complaint for the for fraudulent use of a credit card charge.
