Concord Police Log: East Side Drive Crash Leads to Arrest
Plus, night of drinking and bowling leads to DWI charge, woman allegedly scratches boyfriend, and aggressive panhandler thrown back in jail.

Michael A. Weeks, 52, of Great Falls Drive in Concord, was arrested at 8:40 p.m. on Nov. 17, 2015, on a criminal mischief (vandalism) charge from Aug. 2015, on Great Falls Drive, at the home of a neighbor, according to an arrest report. He was arrested at home and s due in court on Dec. 21.

Dennis M. Jackson, 45, of Lenox Avenue in Manchester, received a summons at 6:51 p.m. on Nov. 16, for operating without a valid license after a traffic stop on North Main Street for driving a Honda without its lights on. He was stopped on I-393 and didn’t have a current license after moving to the state from Maryland. Jackson is due in court on Dec. 21.

Patrick MacLaughlin, 27, of Genco Way in Raymond, was arrested at 8:08 p.m. on Nov. 14, for theft by unauthorized taking or transfer after an incident at Hannaford on Fort Eddy Road on June 1, 2015. MacLaughlin was arrested by Manchester Police on the Concord warrant, was currently on pre-trial with Merrimack County, so sheriffs arrived and removed his ankle monitor. He refused bail and was held.
Gary E. Duclos, 46, of Old Fort Lane in Dunbarton, was arrested at 9:30 p.m. on Nov. 6, for driving while intoxicated and transportation of alcohol/open container. Officers were sent to the Irving gas station on North State Street for a report of a man in a parked pickup truck that was reportedly drinking. As police arrived, the man walked into the store and officers walked by his truck and saw a passenger seated in the truck and an unopened can of Bud Light on the center console. The passenger reportedly stated they had just come from bowling and allegedly admitted that he and the driver had had a few drinks, according to the report. The officers then spoke to Duclos who allegedly admitted to drinking about 15 minutes before officers began speaking to him. “While speaking to Duclos I smelled a strong odor of an alcoholic beverage on his breath,” the officer alleged. “I also observed Duclos’ eyes were bloodshot and glassy.” After a field sobriety test, he was arrested. Duclos, according to the report, was previously convicted of open container in May 2014 by the NH Department of Safety. He’s due in Concord District Court on Nov. 30.

Laura L. Fortin, 46, of Concord Street in Concord, was arrested at 9:15 p.m. on Oct. 18, for simple assault and domestic violence-simple assault. Officers were sent to Concord Street for a domestic. A man alleged that he and his girlfriend, Fortin, had gotten into an argument and she allegedly scratched his face multiple times. When he called police, she allegedly fled. When asked why they were fighting, he reportedly stated, “The usual stuff … I didn’t hurt her, just her feelings,” and added that he was “sick of her doing this type of stuff to him.” The officer noted injuries to his face but the victim declined medical attention. Officers later found Fortin on Perley Street and spoke with her. She reportedly stated that he had been drinking and they were arguing. The reporting officer alleged that she changed her story “multiple times” and due to this, and the scratch marks, she was arrested.
Sherry A. Glines, 33, of Henriette Street in Manchester, was arrested at 11:02 p.m. on Oct. 16, for false report to law enforcement and unsworn falsification from July 10, 2015.
Roy J. Aikens, 52, a homeless man now located in Tilton, was arrested at 6:16 p.m. on Oct. 15, for criminal trespass. Officers were called to the Market Basket on Storrs Street for a report of an aggressive panhandler. The officers spoke to the panhandler, Aikens, while dispatch found an active no trespass order for the property issued in December 2014. “I asked Aikens if he was aware of this letter,” the officer wrote. “Aikens stated he was, but he had been in jail for so long, that he thought it was no longer in effect.” Aikens was arrested, refused bail, and was held.
Monique M. Clements, 28, of Main Street in Pittsfield, was arrested at 12:46 p.m. on Oct. 14, for theft by unauthorized taking and possession of controlled drugs after allegedly shoplifting sweaters and a top, valued at $124, at JC Penny at the Steeplegate Mall. After being arrested, a search of her bag allegedly revealed a knife and a bag of marijuana.
Jami M. Longo, 29, of Chinook Trail in Tamworth, was arrested at 12:29 a.m. on Oct. 13, on a warrant from the Meredith Police Department for shoplifting. While on North Main Street, an officer saw a Chevrolet Impala driving with its plate light out. The vehicle was pulled over at the Speedway on North Main Street. The driver, Longo, reportedly stated that she thought she might have an active warrant, since she was going to turn herself in to police later in the week. A check proved this to be true and she was arrested. She’s due in Laconia District Court on Dec. 3.
Nkurikiye Felicien, 42, of Loudon Road in Concord, was arrested at 6:19 p.m. on Oct. 9, for negligent driving, operating without a valid license, and driving after revocation or suspension after a crash on East Side Drive. The driver, Felicien, reportedly smashed his Ford Escape into a utility pole. Felicien didn’t have a license and was taken into custody. According to the report, an officer found paperwork while inventorying his belongings from Oct. 7, 2015, after being arrested in Bedford for operating without a valid license and reckless driving. He was convicted in June 2015 of operating without a valid license in Concord District Court.
Edgar F. Colburn, 40, of Sewell Hoyt Road in Weare, received a summons at 6:15 p.m. on Oct. 8, for driving after revocation or suspension after a traffic stop on Loudon Road for being under suspension. An officer saw a Chrysler straddling the white fog line and ran a check on the plate. The vehicle was suspended for default child support. The vehicle was pulled over at the Everett Arena and the driver, Colburn, had a license suspended on Sept. 27, 2015. Colburn stated that he was paying his child support every week and was confused by the suspension. He was given a summons.
