New Hampshire State Police Arrest 10 During DWI Saturation Patrol

CONCORD, NH — A DWI Saturation Patrol by Troop D state troopers in Concord led to 92 vehicles being stopped and 10 arrests Saturday and Sunday around the capital region, according to the New Hampshire State Police.

Four people were arrested on driving under the influence charges: Christopher Jutras, 38, pictured, of Warner was arrested on DUI, felon in possession-stolen handgun, receiving stolen property, and conduct after an accident; Roberto Monserrat, 47, of Methuen, Massachusetts, was arrested on aggravated DUI and speeding charges as well as an open container violation; Hunter Snow, 22, of Pittsfield was arrested on a DUI charge; and Billy Joe McNair Jr., 42, of Concord was charged with DUI, breach of bail, and operating after suspension.

Kevin Gobeil, 26, of Pembroke was picked up on a bench warrant for failure to appear on a theft charge while Denner Miranda De Souza, 20, of Leominster, Massachusetts, was charged with operating without a valid license. Tatyana Long, 19, of Farmington was arrested on an operating after suspension charge and Natalia Francisco Da Silva, 23, of East Providence, Rhode Island, was also arrested on operating without a valid license and speeding charges. Edward Sarmanian III, 45, of Meredith, was arrested on operating after suspension-revocation and operating after suspension-revocation or registration charges and Marjorie Mulleavey, 20, of Concord was charged with unlawful possession-intoxication and open container. A Wilson, North Carolina, resident was also taken into protective custody.

In the case of Jutras, state police were sent to Route 103 West for a report of a vehicle, "with extensive damage," blocking the roadway at around 2:45 a.m. Sunday. An investigation into the incident led troopers to accuse Jutras of driving into a tension cable guardrail miles before but coming to a stop later. He was arrested for operating while under the influence of alcohol and later, troopers accused him of being in possession of a stolen firearm.

Jutras is a felon due to a drug charge in Concord from December 2003, according to Merrimack County Superior Court documents.
