In the case of Jutras, state police were sent to Route 103 West for a report of a vehicle, "with extensive damage," blocking the roadway at around 2:45 a.m. Sunday. An investigation into the incident led troopers to accuse Jutras of driving into a tension cable guardrail miles before but coming to a stop later.
