The warrant was issued out of Merrimack County Superior Court for failing to appear at a hearing on deferred sentence Sept. 27 after he received a 12-month sentence, 11 months suspended, with 335 days of time served, for drug possession in Gilmanton in November 2022.
Erik Shaun Reynolds-Mulleavey, 41, a homeless man now located in Manchester, was arrested at 5:30 a.m. on Sept. 17 on felony possession of a controlled drug charge and two bench warrants. An officer patrolling Storrs Street saw a man standing next to the train tracks underneath the Loudon Road Bridge, appearing to have a conversation with someone. Police, according to the report, have been told to perform “directed patrols in that area to keep trespassers off of the train tracks.” The man, however, was found to be alone. The officer spoke with the man and accused him of making “statements (that) were nonsensical” and having “dilated pupils.” The man reportedly stated he did not want to identify himself because he had active warrants. The man was detained and identified as Reynolds-Mulleavey from a New Hampshire ID card. Dispatch said he had active bench warrants out of Manchester and Nashua district courts. He was patted down and while doing so, “spontaneously announced” that “the drugs were in his left sock,” an affidavit stated. The officer found a tube with a clear plastic baggie inside identified as methamphetamine, the report stated. Reynolds-Mulleavey was brought to police headquarters, accused of nonstop talking, pacing, and having conversations with himself, and displaying emotions ranging from happy, sad, and angry, “with no warning.” He refused bail and was taken to county.
Kevin James Donnigan, 40, of Jamestown Road in Boscawen, was arrested at 3:37 a.m. on Sept. 13 on a driving after revocation or suspension-subsequent charge and a stand-stop-park prohibited violation as well as a warrant and bench warrant. An officer on Centre Street spotted a 2022 Jeep Wrangler that appeared to be in reverse in the left turn-only lane near Green Street but was not moving while the light had cycled. The officer ran the registration and found the owner, Donnigan, had active warrants, according to an affidavit. When the driver turned onto Prince Street, the Jeep was pulled over. When speaking with the officer, Donnigan said he did not intend to turn left so he put the vehicle into reverse to get into the other lane, the report said. The warrants were $500 cash electronic bench warrant out of Exeter District Court for breach of bail and a no bail warrant out of Belknap County for felony possession of a controlled drug. Donnigan was also found to have be driving after revocation or suspension, the report stated, and was arrested. The report said he was previously convicted of revocation in Dover District Court in July 12 on an incident from May 31. Donnigan was also suspended again on Aug. 8 for failure to appear in court, the report stated. He refused bail and was taken to county.
