Pair Arrested After Gun Incident At Concord's Market Basket
Osbaldo Lopez-Andres and Jacob Silverstein were arrested on various charges after an argument turned into a threat case on Storrs Street.
CONCORD, NH — Police in Concord have arrested two men after a gun threat incident at Market Basket on Storrs Street Friday.
Around 8:30 p.m., officers were sent to an area outside of the store for a report of a man pointing a handgun at a woman during an argument and shooting it. Dispatch said the shot that was fired appeared to have been a blank or a possibly a dry fire — the process of squeezing the trigger of a firearm that is unloaded. The suspect then left the area and the complainant called police.
Other witnesses called police and reported seeing two men who were near the victim with one pointing a gun at a woman. The men then began walking toward Main Street. The victim said one of the men was named "Ozzy." Later, he was identified as Osbaldo Lopez-Andres. The victim said the other man was Jacob Silverstein.

Officers began searching the South Main Street area and one officer, near Hills Avenue, while giving a description of one of the men, could be heard yelling, "Show me your hands!" Officers quickly converged to the area of the officer and Lopez-Andres was detained.
Other officers searched the area and headed to South State Street. A few minutes later, Silverstein was detained, too.

On Wednesday, police released information about the incident and the charges.
Lopez-Andres, 24, pictured left, of Willimantic, Connecticut, was charged with felon in possession of a dangerous weapon, reckless conduct-deadly weapon, and falsifying physical evidence, all felonies. Silverstein, 22, was charged with resisting arrest and breach of bail.
Both men were held at the Merrimack County House of Corrections pending arraignment.
No information was available at post time on why Lopez-Andres is a felon. Sliverstein, however, is no stranger to police, having been arrested numerous times in Concord during the past four years. Sliverstein, back in June, was accused of pointing a gun at another man but later, was only charged with disorderly conduct, resisting arrest or detention, and breach of bail charges. Silverstein was accused of felony criminal threatening in Manchester in August 2017 but he later pleaded guilty to disorderly conduct and the threat charge was nolle processed.
