Pair From Manchester Arrested On Drug Charges: Hooksett Cop Log
Concord woman faces drunken driving charge after being accused of driving into a snowbank plus Queen City man also arrested on DUI charge.

HOOKSETT, NH — Ryan Phaneuf, pictured upper left, 40, of Manchester, was arrested on Dec. 28 on operating after suspension, transporting drugs, and two possession of drugs charges. Also arrested was Jennifer Haley, upper right, 36, of Manchester, on a single possession of drugs charge. An officer stopped a vehicle driving out of the Belle Avenue Circle K parking lot without using a turn signal and without rear lights on at 1:15 a.m. The officer spoke with Phaneuf, who was driving, and reportedly admitted he had a suspended license. A check yielded a no bail warrant on a probation violation out of Hillsborough County for Phaneuf and he was arrested. During a pat down, the officer accused Phaneuf of being in possession of a small baggie of suspected methamphetamine and suboxone strips in his wallet that he didn't have a prescription for, according to a report. Haley reportedly agreed to a consent search of the vehicle and police said more suboxone strips were found in her purse. Phaneuf was held without bail while Haley was released on personal recognizance and is due in Merrimack County Superior Court on Jan. 16, 2020.
Meagan Wenzel, lower left, 29, of Concord, was arrested on Dec. 28 on a driving under the influence charge as well as an open container violation. She was charged after an officer saw a vehicle on Hooksett Road near Main Street with its motor running pulled off to the side of the road at 1:14 a.m. A check of the vehicle revealed that it has struck a snowbank, according to a report. While speaking with Wenzel, police said she smelled like alcohol and "was showing signs of impairment." After a field sobriety test, she was arrested. Wenzel is due in Hooksett District Court on Jan. 16, 2020.
Mark Lacerte, lower right, 55, of Manchester, was arrested on Dec. 20 and charged with driving under the influence as well as a highway markings violation. Around 7:30 p.m., dispatch received a call about a vehicle leaving a bar and driving "all over the road," heading north on Hooksett Road. An officer spotted the vehicle just south of Pleasant View Street and observed it crossing the yellow highway markings, according to a report. The vehicle was stopped and the officer "observed signs of impairment and an odor of an alcoholic beverage coming from Lacerte's breath." After a field sobriety test, he was arrested. Police accused Lacerte of blowing a 0.12 BrAC test at police headquarters. He's due in Hooksett District Court on Jan. 9.
