At just before 7 p.m. last night, officers were sent to North Main Street near the intersection with Loudon Road for a report of a purse snatching. A woman stated that as she was walking to her parked car, she reportedly saw a man inside her vehicle.

“She confronted the male and there was a brief verbal exchange and the male fled,” according to Lt. Sean Ford, the commander of the criminal investigations division. “Concord Police responded to area to investigate.”

Not long after the incident, officers and detectives were conducting an unrelated drug enforcement operation in the western part of the city when they stopped a Buick on I-89 North near Exit 2. During that stop and investigation, Moran, a passenger in the vehicle, was arrested.

“During the traffic stop, officers observed property, including the stolen purse, which matched evidence from the theft (on North Main Street),” Ford alleged.

Officers coordinated information from the two incidents, Ford said, and Newcombe was arrested. Ford noted that more felony charges may be pending. Newcombe – who was out on parole – was held on $250 cash bail and a parole detainer. New Hampshire State Police also assisted at the scene on I-89, he said.

Ford noted that this was the second incident in Downtown Concord in the last few days involving men targeting women and purses. Luis Abraham Gonzalez was arrested after allegedly mugging a woman on Warren Street this week. He reminded residents to be aware of your surroundings at all times even in places, like Downtown Concord, that might seem safe and familiar.

Newcombe, according to the Keene Sentinel, was convicted and sentenced after a home invasion in Keene in 2011.

Moran, according to posts on Patch, was arrested earlier this month on possession of a prescription drugs without a prescription and criminal liability for conduct of another charges as well as a bench warrant. She was allegedly involved in a drug buy last December in Eagle Square which led to a felon – Dwan Anderson – allegedly fleeing with the undercover cop cash. About six weeks before that, she was arrested on a warrant.

When Moran was living in Lowell in December 2016, she was arrested in Concord on a warrant. Back in 2015, Moran was arrested in Bow on operating after suspension, possession of controlled narcotics, and possession with intent to distribute charges.
