Two Arrested After Car Crash on Penacook Street

Concord Police arrest Richard Hewey and Nikolas Carr after an accident last week near Bishop Brady High School.

Two men were arrested last week after police responded to a two-vehicle accident on Penacook Street near Columbus Avenue.

Richard E. Hewey Jr., 24, of Village Street in Penacook, was arrested at 3:20 p.m. on July 13, 2015, on a driving after revocation or suspension. Also arrested was Nikolas R. Carr, 20, of Ray Road in Henniker, on a bench warrant.

According to police, officers were sent to a two-vehicle accident on Penacook Street just north of its intersection with Columbus Avenue at around 2:30 p.m.

When they arrived, they met up with the driver of a truck, Hewey, who allegedly admitted to be involved in the accident as a driver even though his license was revoked on May 26, 2015, and suspended on July 11, 2015, for default motor vehicle summons. He was previously convicted of operating after suspension in Concord District Court in November 2012.

Hewey stated that he was not aware that his license was suspended, but stated he did owe money to DMV,” according to the reporting officer, who later arrested him. He’s due in court on Aug. 24.

While the first officer was speaking to Hewey and a female passenger of the truck, a second officer responding to the accident noticed a man sitting on the sidewalk near Columbus Avenue. The second officer went over to speak with him and asked if he had any involvement with the accident.

“He stated that he had not and that he was waiting for a ride,” according to the report.

The second officer returned to the accident area and another subject from the accident scene alleged that the man on the sidewalk had been a passenger in Hewey’s truck, according to the report.

The officer went back to the Columbus Avenue just as the man reportedly began walking east on Penacook Street. The officer asked him to stop and return and he asked why. The officer told him that he believed he was lying and asked for an ID. The man reportedly stated he didn’t and gave the officer the name “Albert Emery” with a date of birth.

The officer, however, thought he might be Carr, since he knew from prior information in other situations that Carr had previously been hanging out with both Hewey and the female passenger. The second officer ran a check and found a booking photo of Carr that matched the subject reportedly claiming to be Emery.

Carr, it turned out, had an active warrant out of Hillsboro District Court for nonpayment of fine on a driving after revocation or suspension charge from June 25, 2015. He was arrested and is due in court on July 28.
