Log: Keene Man with Gun Charged for Not Having Concealed Weapons Permit

Plus, Concord woman reportedly smashes husband's laptop; underage drinker busted for having Twisted Tea.

Patrick Kibbee, 22, of Community Drive in Concord, was arrested at 2:34 a.m. on Sept. 3, for driving while intoxicated. Officers were called to Airport Road and Manchester Street for a report that a driver appeared to be slipping in and out of consciousness while driving on Airport Road. While searching the area, an officer found two vehicles at Airport Road and Old Turnpike Road that appeared to have been in an accident. One driver, Kibbee, was in the roadway along with a witness. Kibbee allegedly “appeared under the influence of either alcohol or drugs or both,” according to the report, and “was extremely uneasy on his feet and could not stand up straight without losing his balance and stumbling.” Kibbee didn’t smell like alcohol but reportedly was lethargic and slurring his words. “I just want a tow,” he reportedly kept saying. He reportedly admitted to having three beers between 8 p.m. and midnight. He agreed to a field sobriety test and was arrested later. During processing, Kibbee allegedly “became verbally aggressive and rude” and later, hurled an anti-gay slur at the officer. He refused bail and was sent to the Merrimack County House of Corrections.

Cleon D. Hoggard, 27, of Lakeview Drive in Concord, was arrested at 3:51 a.m. on Sept. 3, on a felony warrant. Officers were sent to Lakeview Drive for a possible domestic disturbance. A man spoke from inside the home but didn’t open the door for police. Later, a woman came out and spoke to police and stated that she and her boyfriend had a verbal argument. Manchester Police reported to Concord Police that the woman might be possession of a firearm. She confirmed that she had a handgun in the house. “While speaking with (the woman) she was very abrasive and uncooperative,” according to the officer. The man, Hoggard, then came outside and spoke to officers and they reported that he was also uncooperative. Officers left but were sent back about 30 minutes later when Manchester sent a warrant requesting the arrest of Hoggard for second-degree assault. Two officers, two sergeants, and two New Hampshire State Troopers went back to the home and after a few minutes of discussion, Cleon came outside and surrendered to police.

Nicole Bradicich, 30, of Union Street in Concord, was arrested at 8:24 a.m. on Sept. 3, on simple assault, criminal threatening, and criminal mischief charges from incidents at Penuche’s on Pleasant Street on July 31, and an apartment on Green Street, a few hours later, on Aug. 1. She’s due in court on Oct. 20.

Erwyn J. Dlubac, 57, a homeless man now located in Concord, received a summons at 9:09 a.m. on Sept. 3, for possession of alcoholic beverages on public property. Dlubac was allegedly seen drinking from a Natty Daddy at the Hess gas station on North Main Street.

Ryan Phillip Blazon, 34, of Warren Street in Concord, was arrested at 1:30 p.m. on Sept. 3, on simple assault and disorderly conduct charges from July 2, at the Beijing & Tokyo Restaurant on South Main Street. She’s due in court on Oct. 20.

Caleb James Wells, 43, of Keene, was arrested at 5:44 p.m. on Sept. 3, for carrying a loaded handgun without a license. Alerts were sent out by the state police to be on the lookout for Wells who reportedly had left Keene with a loaded gun and heading to Concord Hospital. Officers were dispatched to Concord Hospital while others were sent to Clinton Street to see if they could find him. An officer later located the vehicle in question and followed it to the hospital. When officers stopped the car, the driver was on the phone, crying, and reportedly told officers about the loaded .45 Glock that was holstered in the front seat of the Jeep. Wells did not have a concealed weapons permit in the state and was charged. He’s due in court on Oct. 20.

Amy Littlefield, 37, of West Parish Road in Concord, was arrested at 8 p.m. on Sept. 3, on a criminal mischief charge. Officers were sent to West Parish Road for a report of a domestic dispute with a man alleging that his wife smashed his laptop and have left the area in her Toyota Prius. The first officer arrived and spoke to the man about their marital issues. During the argument, she allegedly threw his laptop onto the floor causing its screen to crack. The officer reportedly saw the laptop on the floor. The officer then called Littlefield to speak about the incident. At first, she allegedly denied throwing the laptop and later stated that it was hers, not his. She then agreed to turn herself into police. She’s due in court on Oct. 20.

Richard Earl Hewey, 23, of Village Street in Penacook, was arrested at 1:19 a.m. on Sept. 4, on a bench warrant. An officer in the South Main Street Dunkin’ Donuts parking lot noticed a Dodge Stratus drive by with an expired inspection sticker. The vehicle was stopped at Hills Avenue. The vehicle registration was active and expiration with then 10-day time period. However, Hewey had an active warrant for reckless operation out of Concord District Court from Sept. 3, and was arrested.

Michael A. Davis, 46, a homeless man now located in Concord, received a summons at 11:41 a.m. on Sept. 4, on a criminal trespass charge. While patrolling behind the Concord Center on Ferry Street, an officer saw Davis sitting on a stone located on the railroad tracks, which is private property. Davis was reportedly slumping over and as if he was about the pass out. He stated to the officer that he was just tired, got defensive, and denied he was drinking. The officer found an empty nip of Bacardi. Since Davis was previously warned not to be on the tracks, he was given a trespass charge.

William George Strickland Jr., 55, a homeless man now located in Concord, received a summons at 11:30 a.m. on Sept. 4, and 4:13 p.m. on Sept. 5, on a passing of items to or from the occupant of a motor vehicle charges. An officer allegedly saw Strickland step into the street taking money from an operator. The officer went to speak to Strickland and he allegedly said that he was on state land and would be getting the ACLU involved. “Strickland accused me of harassing him and told me he is going to take me to court and it will cost me lots of money,” the officer wrote. Strickland was then given a summons. The next day, the officer saw Strickland on Storrs Street and allegedly stepped into the roadway to take money and he was issued another summons.

Thomas John Pepper, 23, of East Side Drive in Concord, was arrested at 5:58 a.m. on Sept. 5, on possession of controlled drugs and possession of drugs charges. While monitoring traffic at School and Liberty streets, a Ford Focus went through a stop sign. The officer pulled the vehicle over on Warren Street at Westbourne and alleged that the car had “an odor of fresh marijuana that was coming from inside of the vehicle.” The driver, Pepper, allegedly denied that there was marijuana in the car but later, gave the officer a glass pipe and jar with marijuana in it. Pepper reportedly told the officer he had been arrested in Keene previously.

Sarah Hardy, 40, of Pinehurst Street in Concord, was arrested at 10:23 a.m. on Sept. 5, on a bench warrant from December 2013, on a nonpayment of fine on a theft charge out of Sixth Circuit District Court. She’s due in court on Oct. 20.

Thomas G. Marquis, 34, of Old Dover Road in Concord, was arrested at 3:58 p.m. on Sept. 5, on a bench warrant out of Eighth District Court in Jaffrey/Peterborough from Aug. 13, $500 cash to settle.
