Manchester Woman Faces Knife Threat, Other Charges In Concord

CONCORD, NH — A homeless woman now located in Manchester was arrested on threat and assault charges last month after an incident on East Side Drive.

According to an affidavit, around 9:30 p.m. on Jan. 19, officers were sent to Regency Hill Estates after receiving an anonymous call about yelling inside of the units — with a person being heard over the phone yelling, "I'll go get my knife." When officers arrived, they spoke to a man who pointed to a bedroom and said the suspect was inside the room.

The officers told the man to stay in the kitchen while approaching the bedroom. The reporting officer asked the suspect, later identified as Christopher S. Regan, 28, homeless in Manchester, to show her hands.

Regan replied, "No," the affidavit stated. The suspect was asked again to show their hands and the reporting officer said Regan "threw several items" including two fans and a cellphone at the officers.

"Both of the fans were damaged from being thrown," the report stated.

Regan was accused of ducking between a wall and a bed while one officer drew a Taser and another drew their firearm ordering her to show her hands. A third officer then arrived and was able to deescalate the situation — with Regan raising her hands in the air later, showing she did not have a knife.

During an interview, the victim accused Regan of threatening him with a knife after the two finished eating dinner and got into an argument about relationship issues. He accused Regan of holding a knife in the air and making stabbing motions when approaching him and screaming. The victim described the knife as a black military-style weapon.

The reporting officer then spoke to Regan and the affidavit accused her of admitting to getting into an argument and grabbing a knife from the kitchen. Regan, however, said she was protecting herself. When asked who she was protecting herself from, she replied, anyone, trying to harm me, the report stated. When asked again about the threat allegation, Regan denied it. When asked about the knife, she stated it was "for cooking," the affidavit said.

Regan also apologized for throwing the fans and cellphone at the officers, the report said, stating she was aiming for the victim — who was nowhere in the room.

The officer later recovered the knife from Regan's purse and said it was consistent with a weapon described by the victim but not a knife used for culinary endeavors.

The officer noted in the affidavit Regan had been arrested "several times" on East Side Drive and was required to stay away from the victim as part of her bail condition.

According to court documents, Regan has a number of prior criminal incidents around the state.

Back in September 2010 and May 2010, Regan was charged with burglary, two fraudulent use of a credit card counts, attempted fraudulent use of a credit card, two theft by unauthorized taking counts, criminal mischief, and commitment in default of recognizance charges after an incident in Portsmouth. After pleading guilty to most of the charges, she was sentenced six months later, found to be in violation of probation or parole. In 2015, her sentence was amended and five years later, she was found in violation of a court order in November 2020.

In January 2013, she was arrested on a theft charge in Portsmouth but it was dropped later. In July and August 2015, Regan was arrested again on several felony receiving stolen property and theft charges in Portsmouth and later, pleaded guilty to single counts of theft and receiving stolen property.

While in prison in September 2015, she was charged with two counts of interfering with a fire alarm apparatus after an incident at the Rockingham County Jail in Brentwood. After a guilty plea and another violation of probation or parole charge, she was released from jail.

Regan was arrested in Portsmouth again on two receiving stolen property charges and pleaded guilty in September 2016.

About a year later, she was arrested on burglary, theft, and resisting arrest or detention charges after an incident in Bedford. Regan pleaded guilty to those charges in May 2018.
