Pembroke Man Accused Of Stealing Glock, Scooter: Concord Cop Log
Sex offender faces registration charge; Manchester man arrested on weapon threat charge; man arrested on stalking, protective order charges.

CONCORD, NH — Christopher T. Holmes, born 1992, of Concord was arrested at 6:30 p.m. on Jan. 24, 2021, on simple assault, domestic violence-simple assault, and resisting arrest or detention charges. He was arrested after an incident on Hall Street.
Peter G. Joffre, 42, of Concord was arrested on a felony sex offender registration; negligent failure to comply charge at police headquarters at 4 p.m. on Jan. 23. He is a sex offender due to felonious sexual assault convictions out of Hooksett and Weare in 1998. Joffre was also accused of rape in Weare and endangering the welfare of a child in Manchester in 1998 but those charges were dropped.
April A. Gardner, 32, of Concord was arrested at 5:04 p.m. on Jan. 21 on a criminal trespass charge after an incident at the McDonald's Restaurant on South Main Street. She has an active felony theft case in Merrimack County Superior Court.

Christopher S. Regan, 28, of Manchester was arrested at 10 p.m. on Jan. 19 on criminal threatening-deadly weapon, domestic violence-criminal threat against a person, simple assault, criminal mischief, and breach of bail charges. He was arrested after an incident at Regency Hill Estates on East Side Drive.

Alexander S. Rowe, born 1993, of New London received a summons at 12:53 p.m. on Jan. 18 on an operating without a valid license charge after a stop on North State Street.
Michell Olivia Watson, born 1989, of Loudon Road in Concord received a summons for a bench warrant at 9:30 p.m. on Jan. 15. She was arrested after an incident in the north Loudon Road area of the city.
Tracey Scott Francia, 58, of Concord was issued a summons at 9:38 p.m. on Jan. 12 on a bench warrant after an incident on Hall Street. He has an active case in superior court connected to a felony habitual offender case and misuse of plates accusation out of Northfield in June 2020. Francia was convicted on DUI, habitual offender, and resisting arrest or detention charges in April 2013 after an incident in Epping.
Michael John Grass, 35, of Pembroke Street in Pembroke was arrested at 9:25 a.m. on Jan. 4 on two warrants, a bench warrant, a theft by unauthorized taking charge, a felony, due to two prior convictions, and a theft by deception charges, a felony due to two prior convictions. In the first theft charge, an officer was sent to Target on D'Amante Drive on Nov. 7, 2020, for an incident. A loss prevention specialist reported a man stealing items and putting them in his backpack. Later, the suspect went to the men's room and removed price tags and security devices from the items, according to an affidavit. An officer eyed video of the suspect while other officers searched the area with the suspect's description. The officer recognized the suspect in the video to be Grass, the report said. An itemized list of the items was $498.16 and a warrant was issued for his arrest. About three weeks later, another officer was sent to a Warren Street apartment for a theft investigation. A tenant reported a stolen Glock 20, valued at around $2,000, and a $3,000 stolen red scooter. The evening before, the victim stated, Grass, a woman, and another man were hanging out at his apartment playing video games. Later, the other man left and the victim went to bed. At around 7 a.m. the next morning, he went out to get breakfast for himself, Grass, and the woman, and when he returned, they were missing — and so was his gun and scooter. The victim instant messaged Grass about the stolen items but he denied any involvement, according to an affidavit. The officer checked security cameras at the apartment building and around 7:10 a.m., the officer reported seeing a woman leave the building. Three minutes later, Grass left the apartment — carrying a red scooter, the affidavit stated. A warrant was issued for his arrest in that case.
Kenny Joe Robbins, 26, of Concord was arrested at 8:09 p.m. on Jan. 2 on stalking and two violation of a protective order charges as well as two simple assault, two domestic violence-simple assault, criminal mischief, and violation of a protective order charges after two separate incidents in the city.
Tammy King, 39, of Concord received a summons at 5:46 p.m. on Dec. 30, 2020, on a breach of bail charges after an incident on Loudon Road.
