Corrections Officer Indicted On Inmate Sexual Assault Charges: Superior Court Roundup
Portsmouth man indicted on death resulting, cocaine sales charges; man indicted on rape, other charges; man faces child assault charges.

CONCORD, NH — A Rockingham County grand jury indicted the following people recently.
Diangelo A. Cruz Rivera, 22, of 14th Avenue in Haverhill, Massachusetts, on felony felonious sexual assault, prostitution-solicit sexual contact-penetration, attempted sexual assault-position of authority, and two sexual assault-position of authority charges. Rivera, while employed at the Rockingham County House of Corrections in Brentwood, coerced an inmate to masturbate and engage in sexual contact with herself in front of him between May 30 and June 26, 2022; solicited another inmate for fellatio, offered to pay her, and requested she engage in sexual contact on herself on June 28, 2002; and told a third inmate to show him her breasts and wished he could sexually assault her but “in here, everything is on camera” on June 25, 2022, according to the indictments.
Chad J. Diaz, 44, of Manchester Street in Manchester on theft by deception and forgery charges, both felonies. He was accused of uttering a check from a TD Bank account by Quick Stop Tire Shop for $4,732.50 in Stratham on May 5, 2023.

Douglas James Dipesa, 46, of Scobie Pond Road in Derry on a felony operating after being certified as a habitual offender charge. He was accused of driving in the parking area of 7-Eleven on Main Street in Salem on April 15 after being deemed a habitual offender by the NH DMV.
Greg M. Doane, 47, of Railroad Avenue in Epping on a felony second-degree assault charge. He was accused of strangling an intimate partner on March 3 in Epping.

James W. Farmer, 35, of Chase Lane in Stratham on felony first-degree assault-domestic violence and extended term of imprisonment-domestic violence charges. He was accused of using his body to fracture the ribs of a child between Jan. 2 and Jan. 18 in Stratham.
Loren Gabriel Anable Faulkner, 19, of Osprey Drive in Portsmouth on 12 felony counts of criminal mischief-hate crime. He was accused of spray-painting various businesses and buildings in Portsmouth with Swastikas, Xs, crosses, symbols, and other graffiti on Feb. 21, 2023. Wilson Fernandez Sr., 42, of Islington Street in Portsmouth on sale of a controlled drug-death resulting-fentanyl and four controlled drug act; acts prohibited-sale of a controlled drug-cocaine charges. Between July 20 and July 27, 2023, he was accused of selling fentanyl to another person, which led to their death in Portsmouth. On Oct. 11, Oct. 24, Nov. 8, and Dec. 18, 2023, he sold cocaine to a confidential source working for the Portsmouth Police Department, according to indictments.
Rafael Pamphile, 37, of Cedar Street in Manchester on a felony possession of a controlled drug-subsequent charge-fentanyl on April 14, 2023, in Salem.
Wendy Parker, 49, of Fisher Drive in Epping on felony operating while certified as a habitual offender and driving under the influence-third offense. She was accused of driving on Route 125 in Epping on Feb. 1. Parker was convicted of DWI and aggravated DWI in May 2022.
Philip Pergola, 50, of Central Street in Manchester on a felony receiving stolen property charge. He acted in concert with Frank Merrell to retain stolen merchandise from Home Depot in Seabrook on Dec. 6, 2023, according to the indictment.
Brandon Alexander Philbrick, 35, of Cherry Street in Ware, MA, on a felony possession of methamphetamine charge on Dec. 9, 2023, in Salem.
Joel Polanco, 31, of Pingree Hill Road in Derry on four aggravated felonious sexual assault-domestic violence charges and two second-degree assault-strangulation-domestic violence charges, all felonies, as well as stalking and seven domestic violence-simple assault charges. He was accused of repeatedly raping as well as strangling, assaulting, biting, punching, and striking an intimate partner with a curtain rod in Derry between Aug. 22 and Aug. 23, 2023. On Aug. 30, 2023, he texted her in violation of a protective order, according to an indictment.
