Teen Girl Charged In Delaware County Double Murder Case
A 17-year-old girl has been charged with murder, robbery, and gun crimes in connection with the deaths of 20-year-old and 19-year-old men.
CHESTER, PA — A teenage girl has been charged in connection with the shooting deaths of two men in Chester, marking the second teen to be charged in the deaths.
District Attorney Jack Stollsteimer said Tuesday that charges have been filed against a 17-year-old girl for the shooting deaths of Rasheen Jones, 20, and Kwann Henderson, 19, both of Philadelphia, on Feb. 1. Jones was an aspiring rapper known as RunUp Rico.
She has been charged with criminal homicide, first-, second- and third- degree murder, robbery, theft, possession of a firearm by a minor, conspiracy, and related charges.

A 15-year-old boy was also charged in connection with the deaths. His charges are first-, second- and third- degree murder, criminal homicide, robbery, possession of a firearm by a minor, and related charges. That boy was just 14 years old when the shooting deaths occurred.
Stollsteimer called the pair's actions "cold-blooded" murder and said the girl "organized the meet-up that led to the victims’ deaths, and she actively worked to hide her efforts at coordination of the robbery that led to murder."

"The charges announced today fill in additional crucial details about this cold-blooded double murder," he said. "The defendant arrested today may not have been the shooter – but she is just as culpable. Her second co-conspirator has been identified and is being sought. Rest assured that we will continue to follow the evidence to ensure that all the responsible parties are brought to justice, regardless of their age."
Chester Police were called to West 3rd and Lamokin Streets at about 7:23 p.m. on Feb. 1 for a report of a gunshot victim.
Officers found a silver Chevrolet Impala that appeared to have crashed into a building on the 1100 block of West Third Street. Two men, later identified as Jones and Henderson, were found in the vehicle, both of whom had sustained gunshot wounds. Jones was pronounced dead at the scene and Henderson died at Crozier Chester Medical Center.
Detectives got surveillance video from inside and outside a convenience store at 1100 W. Third St.
Through the video, detectives were able to identify the juvenile defendant arrested in February. The video footage was also viewed by two witnesses, and each was able to confirm the identity of the juvenile defendant.
Further investigation revealed that on the day of his murder, Jones exchanged several text messages with two cell phone numbers. The messages discussed a location to meet, and an estimated time of arrival.
Additionally, photos and video clips were exchanged with the same two cell phone numbers with images and information regarding high grade marijuana, prices and quantities. One of the two numbers participating in these exchanges with Jones was traced to the girl charged today.
On March 4, Detective Tyler got a search warrant for the girl's phone, which revealed messages that corresponded to those on Jones's phone about marijuana amounts, prices, and the location of the meet-up.
Authorities said text messages between the juvenile defendant and another person discussed their intention to rob Jones for the marijuana, but that they did not want it to appear that they were working together. Included in the cell record was an image of Jones, which the juvenile defendant exchanged with the recipient to confirm Jones as the target of the robbery.
The girl is being charged as an adult and is being held without bail at the George W. Hill Correctional Facility. No date has been set for the preliminary hearing.
