ACROSS AMERICA — One of America's favorite traditions — St. Patrick's Day parades and events — returned to city streets after a two-year hiatus this week. And another one, the NCAA Division II Men's Basketball Tournament, or March Madness, once again returned to arenas across the country, a return to normal after last year's tourney was played entirely in Indiana and the 2020 tourney was canceled altogether.

In Texas on Tuesday, a 13-year-old was driving a pickup in a crash that killed nine people, the National Transportation Safety Board said. In Washington, D.C., President Volodymyr Zelenskyy of Ukraine addressed Congress in a rare video call.
