Worker Filmed Students In Restrooms At 2 Fairfax Schools: Police

A worker in an afterschool program was charged with filming students in restrooms at two Fairfax County elementary schools, police said.

FAIRFAX COUNTY, VA — A 25-year-old Reston man already facing multiple charges, including possession of child pornography, was charged on Wednesday for filming students in bathrooms at two county elementary schools, according to Fairfax County Police.

From September 2022 to May 2023, Arturo Elmore-Adon was working as a contract worker as part of an afterschool program at Churchill Road and Fox Mill Road elementary schools, in McLean and Herndon, respectively. He used a phone to film under victims' dresses, skirts and shorts, as well as in a school bathroom.

Examining Elmore-Adon's digital devices, investigators found more than 400 images and videos of child sexual abuse material of child. This included seven videos he made of three FCPS students. The female victims ranged in age from 6 to 8 at the time.

Officers were called to the 11100 block of South Lakes Drive in Reston on Aug. 12 for the report of an assault. Investigators said that while a 7-year-old and her mother were inside a store, Elmore-Adon followed them. After inappropriately touching the child, Elmore-Adon photographed her without permission and fled, according to police. No injuries were reported.

Police later charged Elmore-Adon with aggravated sexual battery and unlawful creation of an image of another under 18.

After examining Elmore-Adon's devices, investigators obtained additional warrants for 15 counts of possession of child sexual abuse material. Police arrested Elmore-Adon on Friday. In total, Elmore-Adon faces 24 felony charges in connection with this case, ranging from sexual assault to unlawful filming.

FCPD Chief Kevin Davis and FCPS Superintendent Dr. Michelle Reid announced the latest round of charges against Elmore-Adon during a news conference at public safety headquarters on Wednesday afternoon.

Davis credited his department's close relationship with the county's school system as helping to quickly identify the victims as FCPS students.

"We wouldn't be where we are today, holding a really disturbing and sick man accountable for his actions," he said.

Reid stressed that Elmore-Adon was not an FCPS employee.

"I want to reassure our family members and staff members in Fairfax County that even contracted employees are background checked, as well as our full time employees," she said, on Wednesday. "The background check on this individual was done in 2022 and our human resources department reviewed and cleared the candidate at that time."

Elmore-Adon is being held in the Fairfax County Adult Detention Center without bond, according to police.
