That said, as this writer for MHProNews/MHLivingNews and this Patch has frequently pointed out that based on decades of professional experience plus years of exploring third-party research, the affordable housing crisis can't be solved without millions of more HUD Code manufactured homes.

Despite the enactment of the Manufactured Housing Improvement Act of 2000 (a.k.a.: MHIA, MHIA 2000, 2000 Reform Law, 2000 Reform Act), and its so-called "enhanced preemption" provision, manufactured housing production plummeted following 2000. According to the Manufactured Housing Association for Regulatory Reform (MHARR), there are two major root causes. Both involve the lack of enforcement of existing federal laws.

One of those two bottlenecks is directly under the authority of the U.S. Department of Housing and Urban Development, and President Trump named E. Scott Turner to the post of HUD Secretary. That is the barrier of zoning. The problem is widely acknowledged. Oddly, what is widely ignored or misunderstood is that Congress enacted legislation that was meant to fix that zoning barrier problem. That fix was the 2000 Reform Law. With that backdrop, some data that underscores how important manufactured housing is, and how vital it is for federal and/or state officials to get to the bottom of the numerous and credible allegations that the Manufactured Housing Institute (MHI) and several of their key members are part of a scheme to slowly but steadily consolidate the industry into ever fewer corporate hands. More on that shortly. But next up are these facts.

From 1995-2000 there were over 2 million HUD Code manufactured homes built.

Dive that by 6 years: 2,033,545/ 6 = 338,924.166667.

So, there was 338,924 new manufactured homes average built during that 6 year period just before the 2000 Reform Law was enacted. Given that the law was supposed to remove zoning/placement barriers, and since it is widely acknowledged that such did not happen, one must ask, what went wrong?

We'll come back to that, but let's look at the production from 2001 to 2023 (2024 year end total is projected to be about 100,000, but the final official figures are not out yet).

From 2001-2023 there were 2,230,400 homes built.

So, divide that by the years involved: 2,230,400/23 = 96,973.9130435.

So, there is an average of 96,974. Now a bit more math is useful to make the headline points.

The population has obviously grown since 2000, but let's ignore that for now. 338,924.166667

- 96,973.9130435 = 241,950.253624. Here is what that math means. The difference (loss) of production since 2000 has averaged 241,950 new manufactured homes per year.

Take that 241,950 x 23 years and you get: 241,950.253624 x 23 = 5,564,855.83335.

That means that without adjusting for population growth, about 5.56 million new manufactured homes WERE NOT BUILT that were getting built and sold before the 2000 Reform Act.

Now, consider (we are not plugging Cavco Industries, we are editorially a critic) the following from Cavco, which just happens to be a series of accurately stated facts and quotes.

Estimates on how many housing units are needed in the U.S. vary. Commonly used figures range from 4 to 10 million units. So, 6 million housing units needed cited above by Cavco is on the lower side of those estimates.

The $2 trillion dollars per year lost in economic productivity is also a common figure. That 2 trillion dollars lost means the average person loses about $6,000 per year. Here is the math, based on an estimate of 330,000,000 U.S. citizens and legal immigrants in the U.S.

$2,000,000,000,000/330,000,000 = $6060.60606061

A household of 4 loses over $24,000 a year as a result of the lack of affordable housing. Here is the math.

$6060.60606061 x 4 = $24,242.4242.

While MHI is purportedly posturing, and has been for over 20 years, MHARR has been advising the incoming HUD Secretary E. Scott Turner via communiques of the concerns involving the mismanagement of the HUD Code manufactured home program.

There are many things that the new Trump Adminstration has to deal with. But one of the simplest fixes, one of the ones that requires no new legislation, no new taxpayer spending, and can help reduce one of the most important costs the typical household or individual faces - housing - can be rapidly mitigated by enforcing existing laws.

Joe Biden didn't enforce a law that he helped co-sponsor. Democrats and Establishment Republicans have held the White House for 2o of the last 24 years. Ex-Democrat turned Republican President Trump and his team, including but not limited to, E. Scott Turner, should be enforcing the law he said during his confirmation testimony he was duty bound to do.
