Concord Man Accused Of Gun Threat, Exposing Himself In Elevator

Docs: A security camera caught Richard Kuchinsky taking photos of his genitals. He was also accused of possessing drugs without a script.

CONCORD, NH — A felon with a long criminal history is facing new charges after being accused of threatening another person with a gun, possessing prescription drugs, and exposing himself in a public parking garage elevator, according to court documents.

In one incident, police were sent to Above All Collision on Chenell Drive for a report of a criminal threatening incident on Jan. 22. Around 7 a.m., a man at the business accused another man of holding a campfire near a dumpster. When the man approached the other man to speak to him, he accused the other man of threatening to pull a gun on him.

The officers found the suspect, Richard Frances Kuchinsky, 51, a homeless man now located in Concord, walking near Chenell and Sheep Davis Road. They stopped him, patted him down for weapons, something they did not find, and spoke with him, according to an affidavit. Kuchinsky, during an interview, admitted to having a campfire, because he was cold, but denied saying anything about a gun.

Dispatch found an active felony theft warrant, due to two prior convictions, and he was arrested.

During a search, the officers accused him of being in possession of a prescription bottle, in his sock, with Gabapentin that expired in 2017. The script was owned by a woman. Kuchinsky was then arrested on a deal-possess prescription drugs charge and the warrant.

Later, the reporting officer spoke to the woman who owned the prescription. She said she threw it out, in the Above All dumpster, recently, the report said.

In the second incident, around 11:30 p.m. on Feb. 25, officers were sent to the Storrs Street Garage for a report of a man taking pictures of his penis while inside an elevator.

The officers spoke to the man, Kuchinsky, who was sitting on the floor of the elevator with his phone out and the zipper of his pants undone, according to the report.

"I asked him why he was taking photos of his penis," the officer wrote. "Richard didn't answer the question but insisted he was doing nothing wrong and that he wasn't a serious sex offender."

The reporting officer told Kuchinsky that a security camera had caught him taking pictures of his penis and pointed to the very large sign on the wall warning people of the surveillance. The officer also noted that Kuchinsky was captured on camera pleasuring himself in the elevator, too.

When asked who he was sending the photos to, Kuchinsky "claimed he wasn't sending them to anyone" but "he just liked having photos of his penis on his phone."

Kuchinsky was arrested on an indecent exposure and gross lewdness charge and during a check by dispatch, a warrant out of Rockingham County Superior Court for nonappearance in court was found from Feb. 16 and he was held without bail.

According to court documents, Kuchinsky has a lengthy criminal history.

In 1990 and 1996, after incidents in Tilton, he was convicted on burglary charges. In 1998, he was convicted on two assault by a prisoner charges in Concord. In 2006, he was found guilty on theft and willful concealment charges in Concord. In 2007, in Salem, he was convicted on theft and criminal threatening charges but a robbery charge was nolle prossed.

Kuchinsky was convicted on theft and criminal trespass charges in Epping and attempt, theft, and criminal trespass charges out of Salem in November 2012. Back in Concord, he faced felony receiving stolen property, theft by deception, and theft by unauthorized taking charges out of Concord after several incidents and was convicted in October 2017. In March 2019, he was convicted on theft by deception out of Manchester. He was convicted later of violation of probation or parole.

Kuchinsky also has a number of active cases making their way through superior courts.

In May 2020, he was accused of delivery of weapon, contraband out of Boscawen. In December 2020, he was accused of another felony theft charge. Kuchinsky was accused of felony theft and willful concealment in Concord on Feb. 5 and was accused of failure to appear in Grafton County Superior Court on Feb. 16 as felony theft and drug possession charges out of Lebanon from November 2020 make their way through court. He is due back in Rockingham County Superior Court to face a felony theft charge out of Epping on April 14.
