Concord Man Arrested On Threat, Obstruction Charges: Police Log

Saugus man faces reckless operation, prowling charges; man arrested on second DWI charge; cops use video to crack clock tower assault case.

CONCORD, NH — Theodore Aaron Belanger, born 1994, of Saugus, Massachusetts, was arrested at 2:51 p.m. on Feb. 17, 2020, on reckless operation, loitering or prowling, criminal trespass, and breach of bail charges after an incident on Broadway near Rollins Park.

Paul T. Brown, born 1953, of Concord was arrested at 3:50 p.m. on Feb. 16 on criminal threatening, domestic violence-criminal threatening, obstruct report of a crime-injury, and domestic violence-obstruct report of a crime-injury charges. He was arrested after an incident on Liberty Street.

James H. Soyferman, born 1992, of Concord was arrested at 8:29 a.m. on Feb. 14 on driving while intoxicated and operating without a valid license charges after an incident on South State Street.

Chandra Rose Bailey, 24, of Concord was arrested at 2:20 p.m. on Feb. 13 on five bench warrants. She was arrested after an incident on Pleasant Street. Bailey was accused of failing to appear at a dispositional conference drug hearing in Brentwood; failing to appear at a probation violation hearing in Salem after being convicted on a controlled drug: control premises where drugs kept charge in February 2020 and violation of probation or parole in July 2020; and failing to appear in superior court in November 2020 on a drug charge out of Bow.

Calvin Bryce Fifield, born 1996, of Concord was arrested at 11:13 a.m. on Feb. 12 on three counts of theft by deception-less than $1,000 and two counts of theft by unauthorized taking-less than $1,000 after an incident at Lowe's on Fort Eddy Road.

Jhalaka B. Gurung, born 1985, of Concord received a summons at 5:35 p.m. on Feb. 10 on a driving after revocation or suspension charge after an incident on Hazen Drive.

William Gordon Cavataio, 49, a homeless man now located in Concord, was arrested at 12:30 p.m. on Feb. 8 on a simple assault charge. Police were sent to Eagle Square at around 2 p.m. on Dec. 3, 2020, for a report of an assault. A man stated he and two other people were standing near the clock tower when they were approached by another man, later identified as Cavataio. Cavataio, the report stated, accused the man of stealing his belongings. When he denied the statement, Cavataio was accused of throwing him and a woman to the ground. The officer spoke with Cavataio later. According to an affidavit, Cavataio said he was talking with three people near the clock tower about his backpack, which was stolen from the Homeless Resource Center, and said there was a reward for its return. "According to William, the female in the group started hitting him," the report said. The officer reviewed video surveillance of the area and reported seeing Cavataio "walking up to (the man) and pushing him with both hands, causing him to stumble backward." A warrant was issued for his arrest on Dec. 8, 2020. Cavataio was previously convicted of criminal threat against another person and controlled drug: acts prohibited charges in September 2018 after an incident in Concord. He was convicted of a violation of probation or parole in December 2020.

Brennan M. Szanto, 33, of Concord was arrested at 7:57 p.m. on Feb. 6 on driving while intoxicated-second offense, deal-possess prescription drug, resisting arrest or detention, and two felony possession of a controlled drug charges. He was arrested after an incident on Shaw Street. Szanto is due in superior court for a dispositional conference on April 26.

Richard F. Kuchinsky, 51, of Concord was arrested at 11:13 a.m. on Feb. 5 on a theft by unauthorized taking charge, a felony, due to two prior convictions as well as willful concealment and breach of bail charges. He was arrested after an incident at Ocean State Job Lot on D'Amante Drive. Kuchinsky is due back in superior court on March 25 for a dispositional conference.
