Joshua Israel Abbott, 25, of Concord, was arrested at 12:02 p.m. on Sept. 8, on a resisting arrest or detention charge. At just before noon, police were called to an apartment on North State Street for a report of an intoxicated man attempting to get into an apartment. The complainant, a woman, reported that the man, who she believed lived upstairs, "had burst into her apartment and wanted to hang out" with her and her boyfriend. They later removed him from the apartment, according to affidavit. While the officer was speaking with the woman, "Abbott started screaming at her," the affidavit alleged. The officer shut the apartment door and turned his attention to Abbott. "Abbott immediately tried to talk to me and said he knew me from past contacts," the officer wrote. "As I got closer to Abbott, it was obvious that he was intoxicated." The officer accused Abbott of having trouble standing, slurring his speech, and being difficult to understand. Officers escorted him to his apartment but accused him of becoming "irate and very argumentative," requesting to be let go. He was advised that he needed to be released to a sober party but he was unable to gain access to his apartment. The officers decided to take him into protective custody but accused Abbott of screaming and getting physical with them. He was brought downstairs and transported directly to the Merrimack County House of Corrections. There, according to the reporting officer, "he became uncooperative and four corrections officers had to physical restrain him."
