Cop Log: Another Arrested for Indecent Exposure at Terrill Park
Plus, bicyclist allegedly denies dropping his heroin when police bike patrol rides by and man screaming on South Street also arrested.
CONCORD, NH — Julee Mathison, 57, of South Main Street in Franklin, received a summons at 12:35 p.m. on Oct. 15, 2015, for theft after allegedly shoplifting $177.94 worth of dog treats, some snacks, and a magazine at Hannaford on Fort Eddy Road. She received a no trespass letter and is due in court on Nov. 30.
Daniel R. Maxfield, 35, of Merrimack Street in Penacook, was arrested at 10:42 a.m. on Oct. 15, on a bench warrant out of Franklin District Court on Oct. 7, 2015, on a resisting arrest charge, $3,000 cash bail. He was stopped on Manchester Street for having an expired inspection sticker. Maxfield also received a summons for unregistered motor vehicle.
Karma N. Samten, 40, of Greeley Street in Concord, was arrested at 10:15 a.m. on Oct. 15, for conduct after an accident on July 28, 2015, on Pembroke Road. An officer saw a Subaru on Loudon Road with an expired inspection sticker and ran a check on the vehicle and found it was registered in July. The vehicle was stopped near the Everett Arena. The driver, Samten, had an active warrant on the conduct charge and was arrested. He’s due in court on Nov. 23.

Shawn M. Sullivan, 31, of North State Street in Concord, was arrested at 2:05 a.m. on Oct. 10, on possession of controlled drugs and falsifying physical evidence, both felonies. Police on bike patrol on South Main Street saw a man, later identified as Sullivan, riding his bike and allegedly threw something onto the sidewalk before riding to police. One of the officers allegedly found the items – a prescription bottle with two small straws, six folded up Post It notes, and a keychain. Two of the Post It notes had heroin inside them. Sullivan allegedly was acting “extremely nervous” and denied that he threw the bottle, saying that he didn’t know what officers were speaking about. He was arrested and is due in court on Nov. 16.

Eric O. Billingsley, 48, of Sagamore Avenue in Cleveland, OH, was arrested at 11:34 p.m. on Oct. 2, for driving after revocation or suspension after a traffic stop on Loudon Road after an officer saw the driver man an illegal U-turn on North Main Street. When told he had a suspended license, Billingsley reportedly stated that he recently paid off a ticket but it must not have been changed in the DMV. He’s due in court on Nov. 9.
Paul Byam, 75, of Grappone Drive in Concord, was arrested at 11:23 a.m. on Sept. 30, on an indecent exposure and lewdness charge. The charge stems from an alleged incident on Sept. 10, 2015. Byam is due in court on Nov. 2.
Brent Warren, 30, of Perley Street in Concord, was arrested at 12:22 a.m. on Sept. 21, on a disorderly conduct charge. Officers were sent to South Street for a report of a man screaming in the street. The reporting officer found the man – Warren – walking in the street, seemingly “very agitated.” He reportedly stated that he was on Fayette Street at his girlfriend’s house and received a phone call that offered bad news about a family member and he reportedly started screaming. The officer reported that he smelled like alcohol and allegedly admitted to drinking six Twisted Teas. He was allegedly screaming the F-word but wouldn’t tell the officer why. “Warren refused to tell me what it was about and kept saying I would find out at court,” the officer alleged. Warren was arrested and is due in court on Nov. 2.
John T. Conkle, 39, a homeless man now located in Concord, received a summons at 9:53 p.m. on Sept. 18, for possession of alcoholic beverages – public property – a 25-ounce can of Naddy Daddy. Also receiving a summons was Kathleen Gale, 40, a homeless woman now located in Concord, for allegedly having an open 25-ounce can of Mike’s Hard Lemonade. They are both due in court on Oct. 26.
James B. Bullock, 44, a homeless man now located in Concord, was arrested at 11:25 p.m. on Sept. 13, for receiving stolen property and a parole violation warrant. Derry Police arrested him and a Concord officer picked him up at the Hooksett Park and Ride. The charge stems from an alleged incident at EZ Computer and iPhone Repair on South Main Street on July 6, 2015. He was held without bail.
