Police Log: Hill Residents Arrested on Gun, Heroin, Meth Charges

Teens arrested on alcohol charges after neighbors complain of smashed bottles; woman allegedly cuts ex- with fingernails during phone spat.

Devin A. M. Kitson, 20, of Kesavan Drive in Boscawen, was arrested at 12:45 a.m. on Sept. 17, 2015, on a bench warrant. Also arrested was Nicole Machado, 20, of Perley Street in Concord, for unlawful possession of alcohol. An officer on Loudon Road reported saw a tan sedan cross over the double yellow line at just before Hazen Drive and pulled the vehicle over. The driver apologized for the violation and stated that he was “distracted by his passengers,” Kitson and Machado. The driver was checked for impairment and was OK. A check of Kitson yielded a bench warrant out of Concord District Court from Sept. 5, 2015, for nonappearance in court on a possession of controlled drugs charge, and he was arrested. Machado allegedly had eyes that were “heavily glazed over and bloodshot” and she smelled like alcohol. When asked if she had anything to drink, she allegedly stated, “No, nothing,” but was later arrested. She’s due in court on Oct. 28; Kitson has a court date on Sept. 30.

Shayne Cashin, 19, of Sugarhouse Road in New London, was arrested at 2:07 a.m. on Aug. 30, for unlawful possession of alcohol. Also arrested on the same charge were William Aufranc, 19, of Newport Road in New London, Garrett P. Flinkstrom, 19, of Meadow Road in Bradford, and Brian O’mara, 18, of North Short Street in Andover, and Steven J. Ricker, 19, of Pillsbury Street in Concord. Ricker was also charged with driver’s license prohibitions. Officers were sent to Theatre and Storrs streets for a report of men smashing bottles. The officers found the men in the parking lot of the Granite Group on Storrs Street. The men reportedly stated they were coming from the Chi Cha Hookah Bar. They allegedly smelled like alcohol and stated that were all over 21. A check of their IDs revealed that they were all under 21 and they were arrested. They are due in court on Oct. 19.

Shannon L. Dodge, 23, of Copperline Drive in Epsom, was arrested at 2:03 a.m. on Aug. 15, on a driving while intoxicated charge and a stop sign violation. An officer on South Main Street reportedly followed a vehicle that appeared to be driving rapidly on Storrs Street and later, rolled through the stop sign at North Main Street. The vehicle was pulled over at Ferry Street. The driver, Dodge, allegedly smelled like alcohol and had red, glossy eyes. The officer and a detective who showed up later reportedly saw prescription bottles and asked whether she had taken medication earlier in the evening. She was later given field sobriety tests and was arrested.

Matthew Robie, 30, of Moses Avenue in Hill, was arrested at 11:30 a.m. on Aug. 6, on two bench warrants and felony possession of controlled drugs. Also arrested was Brandi E. Robie, 29, also of Hill, for felony possession of controlled drugs, possession of drug paraphernalia, and carrying a loaded handgun without a license. Officers were sent to Beefside Restaurant on Manchester Street for a report of a drug overdose. An officer found a silver Audi in the back parking lot with a man and woman passed out inside. As the officer approached, they appeared to wakeup. The officer allegedly observed a bag that was open with what appeared to be heroin inside and a metal tin container, according to the reports. During a discussion with the driver, Matthew Robie, he allegedly admitted that the tin contained methamphetamine. They were both detained outside of the car and agreed to a consent search. On the passenger side door panel, the officer allegedly found a Taurus G2 semi-automatic handgun with 12 bullets in the magazine. “I asked if there was anything else in the vehicle and Matthew told that there was a crack pipe in the car somewhere,” the officer alleged. “I located a glass smoking pipe in a multi colored safety pouch. When I showed it to Matthew, he said that was it.” Matthew Robie also had warrants from July 13, and July 16, 2015, out of Franklin District Court for willful concealment and simple assault.

Kevin T. Wheeler, 28, of Loudon Ridge Road in Loudon, was arrested at 5:26 p.m. on Aug. 5, on five theft by deception charges. According to a court affidavit, officers were sent to Walmart on Loudon Road on June 26, 2015, for a report of a man who allegedly stole a pair of socks, turned them in for a gift card, and then bought cigarettes and a Monster energy drink. The store employee believed he had done it in the past and was collecting security video for police. The man, Wheeler, was released from scene. On July 14, the officer received a folder from the employee with video footage allegedly showing Wheeler returning fraudulent returns on April 14, May 11, May 17, June 4, and June 26. The officer met with him on Aug. 3, about the cases. At first, Wheeler allegedly stated, “What?,” when asked about the situation. Later, he said, “Yeah, that’s right.” The warrant was issued Aug. 5, and he was arrested later that day at the Merrimack County House of Corrections.

Peter T. Brown, 41, of Pleasant Street in Concord, was arrested at 8:01 p.m. on Aug. 2, for felony criminal threatening (use of a deadly weapon, a firearm), and three simple assault charges. A sergeant and officers were sent to a Pleasant Street boarding house for a domestic. They had been to the building earlier for a report that Brown was allegedly intoxicated and passed out but cleared the scene thinking the matter had been settled. Brown allegedly woke up and began yelling at people, assaulted three other residents, and allegedly threatened others. Officers allegedly found him to be intoxicated and took him into custody. He was held without bail. “While transporting Brown to the Merrimack County Jail he stated several times that I was ruining his life, that I had no reason to arrest him,” the officer alleged. The officer alleged that Brown said he was going to Google his name, find out where he lived, and then come to the officer’s house to kill him. “I’m going to find out where you live, come there, and that girl you’re dating,” he allegedly stated to the officer. “I’m going to rape her then put a pistol to her head, too. Guess she gets to pay for you ----ing up my life, too.”
