Concord Log: Numerous Homeless People Cited for Trespassing, Loitering

Woman allegedly punches wall, felon with a knife charged with stealing perfume for his girl, and alleged drunk driver states, "I'm trashed."

Elizabeth G. Rennie, 36, of Electric Avenue in Concord, was arrested at 10:25 p.m. on Aug. 24, for criminal mischief. A sergeant and officer were sent to Canal Street for a report of a woman “hitting walls and throwing items.” When they arrived, they spoke with a man who stated that his girlfriend, Rennie, was reportedly punching the walls and intoxicated. She was allegedly intoxicated the previous night and he left the apartment, he said. “(He) stated that day he stood in his backyard and could hear her yelling and throwing things,” the report alleged. Later, he returned home to inspect the damage and noted a hole in the bedroom wall and called police. Police went to speak to Rennie who was reportedly crying and very off balance when trying to stand or walk. They noted that her hands were swollen and had red marks and she was arrested. Rennie is due in court on Oct. 5.

James Hamel, 25, of School Street in Boscawen, was arrested at 11 p.m. on July 23, on a bench warrant from the Belknap County Sheriff’s Office for nonpayment of court fine out of Laconia District Court on a DWI charge, $500 cash to settle. He was arrested on Bog Road.

Jason Ford, 30, of High Street in Laconia, was arrested at 4:25 p.m. on July 23, for violation of a protective order; penalty from July 21, 2015. According to a court affidavit, at around 3:30 a.m. on July 21, an officer met with a woman who alleged that she received a phone call from her ex-boyfriend from a number she didn’t recognize. On June 3, 2015, Concord District Court granted her a domestic violence protective order against the man, Ford. She alleged that during the phone call, he apologized and asked her not to hang up or he would show up at her apartment. The woman alleged that Ford continued to call her, texted her, and also sent a selfie, and then asked if there was anyone at his house and he would “f--- them up.” According to the report, “Jason also mentioned pistol whipping someone the other day, hinting that he had access to a gun.” The officer confirmed that the number allegedly belonged to Ford and then, filed the arrest warrant. Two days later, he was arrested by Laconia Police and held without bail.

Craig S. Laber, 53, a homeless man now located in Concord, was arrested at 11:06 a.m. on July 23, for criminal trespass and default or breach of bail conditions. Elizabeth C. Steadman, 34, a homeless woman now located in Concord, was arrested for loitering and resisting arrest. The following people were issued summonses for criminal trespass: Devin A. Baillie, 37; Andrew R. Goodnow, 31; Wayne R. Eastman, 67; Robert W. Glodgett, 52; Jeanne V. Richardson, 51; and Michael D. Morin, 51. Walter I. Healey, 60, was also issued a summons for loitering. Officers were on foot patrol in the woods between The Concord Center and Stickney Avenue as well as behind the old New Hampshire Liquor Store after hearing reports of illegal drug use/manufacturing in the area. Along the railroad tracks near Stickney Avenue, officers reportedly found “a well-developed campsite” as well as tents, clothes, trash, and many empty beer cans. All the individuals had previously been warned, summoned, or arrested for trespassing in the area.

Christopher C. Clukay, 33, of Loudon Road in Concord, was arrested at 6:21 p.m. on July 17, on a bench warrant and resisting arrest or detention. He was arrested again at 5 a.m. on July 18, for simple assault and domestic violence-simple assault. In the first incident, police were sent to the Morning Star Apartments on Loudon Road to check on the welfare of a resident, Clukay. Upon arrival, they learned from dispatch that he had an active warrant for nonappearance in court on May 19, 2015, on a DWI charge, $500 cash bail. A friend came to visit him at the same time and stated that he was OK. One of the officers double-checked to make sure, and Clukay allegedly stated from inside, “Get out of here you f------ c--- pig!” They waited for a few minutes and when he opened the door, kept him from shutting it again and took him into custody. Clukay was held on the cash bail. During the process of checking on Clukay, the officers learned that he had allegedly assaulted hi ex-girlfriend on July 16, reportedly punching her “a few times in the head with a closed fist,” during an argument at the apartment. The officer noted injuries to the woman’s face and a warrant was issued on the domestic violence charges.

Lindsey B. Runnells, 62, of Loudon Road in Concord, was arrested at 12:25 p.m. on July 5, for driving while intoxicated (second offense), aggravated driving while intoxicated, driving after revocation or suspension, and default or breach of bail conditions. Officers were called to Loudon Road for a report of a possible DWI. A store clerk reported that a man in a Mazda had just come into the store and was possibly intoxicated. The officers caught up with the vehicle at the Salisbury Green apartment complex and pulled the vehicle over, reporting that it was “slow to stop.” The driver, Runnells, allegedly admitted to having “a few beers” and agreed to field sobriety tests. “He staggered as he walked,” the officer alleged in a court affidavit. Runnells walked with the officer and then stated, “I’m trashed.” He was allegedly unsteady on his feet and had difficultly standing. During an eye test, Runnells allegedly told the officer, “Just arrest me, I’m going to fail anyways,” and the officer did after he declined to finish the test. Since he was out on bail from a previous DWI on July 4, a breach charge was added and he was held without bail. According to the court affidavit, he allegedly blew a 0.30 BrAC test.

Eric S. Driscoll, 35, of Bowers Landing in Merrimack, was arrested at 9:56 a.m. on July 4, and charged with theft, possession of controlled drugs, driving after revocation or suspension, and felon in possession of a dangerous weapon. Officers were called to Walmart on Loudon Road for a report of a man “walking around the store placing items in his pockets.” The man also had a knife attached to his pocket, according to a court affidavit. The store employee alleged that the man paid for some items but not others and then, went into the men’s room. As officers arrived, the man was exiting the store. The man, Driscoll, was detained by police, and during a pat down, they alleged found deodorant, perfume, and razor blades in his pockets. In another pocket, they allegedly found a hypodermic needle, cotton, and spoon, and a black folding knife on the site of his pocket. The cotton allegedly later tested positive for heroin. While speaking with Driscoll, he allegedly admitted to stealing the items and using heroin the night before. “Eric went on to tell me that every crime he has ever committed was because of heroin and that he had been using on and off for almost 10 years,” according to the report. Driscoll later allegedly stated that the theft was “stupid” and he was just trying to get things for his girlfriend. Since he was previously convicted of being a felon with a deadly weapon, another charge was added.

Kevin P. Mullaney, 27, of North State Street in Concord, was arrested at 4:17 p.m. on July 1, on two felony counts of theft by unauthorized taking or transfer and willful concealment. He was arrested at the Rite Aide on North State Street after allegedly taking a wrist watch out of its packaging and putting it in his pocket. He also allegedly stole an mp3 player and a USB drive, all valued at around $72. Since he was convicted of theft in January 2008 in Coos Superior Court and June 2012 in Grafton Superior Court, the charges were elevated to felonies.
