Concord Police Log: Sex Offender that 'Just Vanished' Found

Plus, two arrested after fight outside the Moose Lodge; Pittsfield man racks up assault, duty to report charges.

Rob S. Powers, 52, of Rollins Street in Concord, was arrested at 5:04 p.m. on Sept. 22, on a bench warrant and a felony change of address; duty to inform charge. On Sept. 13, police came in contact with a man who was reportedly living in a room that was where Powers had his last known address. Powers was a registered sex offender who was required to report to police at least four times a year and whenever he changed jobs or addresses. The man stated that Powers no longer lived in the room but might be in jail. Powers’ parole officer was called who stated he had an active warrant on a parole violation, too, after not showing up for work in late August. The officer reached out to the landlord who said that it appeared as if Powers had “just vanished” for about a month, had stopped paying his rent, and no one knew where he was. The last contact police had with him was on Aug. 17, after officers were called to Panera Bread on Fort Eddy Road for a report of a man following and staring at women. He was told to move along. A warrant was issued for him on Sept. 16, and he later turned himself in to police and was held without bail.

Jayson Christopher Miller, 23, of Granite Avenue in Concord, was arrested at 1:45 a.m. on Sept. 23, on a simple assault charge and a bench warrant. Sean R. Miller, 25, of Granite Avenue in Concord, was arrested at 2:25 a.m. on Sept. 23, on disorderly conduct and resisting arrest or detention charges. Officers were called to Granite Avenue for a report of multiple people fighting. When they arrived, they found a large crowd of people yelling at each other outside of the Moose Lodge on North State Street. Officers began to separate and speak to people at the scene who alleged that they were at The Draft hanging out and when they went outside to have a cigarette, Sean Miller came outside and started “talking s---.” Words were exchanged and then Sean Miller went to his car, got inside, and allegedly attempted to run over one of the other individuals. The man then kicked the car in self-defense. They then agreed to go back to Miller’s house to “finish what was started.” When they all arrived on Granite Street, more insults were hurled and Miller allegedly attempted to strike the three with a baseball bat. His father later grabbed the bat. Another man took the bat from the father and swung it at Sean Miller, reportedly striking his car in the process, smashing the rear windshield. Two guys then jumped him and everyone started fighting. The group separated and started to leave but Sean Miller allegedly followed and threatened them with the bat. Officers tried to talk to Sean Miller but he was yelling and screaming obscenities and allegedly threatening to kill the other group of people at the scene. At one point, he was reportedly pounding on the ground with his fists and wouldn’t calm down so he could be evaluated medically. Sean Miller then later rose to the ground and lunged at three other people in the parking lot and ordered to sit down. He allegedly continued to try and escalate a fight and was taken into custody. His mother arrived and attempted to get him to calm down and was unsuccessful, according to the report. While Sean Miller was being restrained, Jayson Miller allegedly wouldn’t move away from the scene when ordered to by police. He was later cuffed. A check yielded a warrant for possession/safe of a narcotic drug from Sept. 3, and he was taken from the scene.

Paula Horn, 43, of Majestic Acres Terrace in Boynton Beach, FL, was arrested at 10:48 p.m. on Sept. 24, on a warrant issued by New Hampton Police Department on a 12-hour domestic violence violation. She was arrested at an apartment on Commercial Street and transported to Tilton for an exchange.

Jesse Wesley James, 27, of Chestnut Street in Pittsfield, was arrested at 11:53 a.m. on Sept. 25, on simple assault and felony duty to report charges as well as a bench warrant for nonappearance in court on a theft by deception charge out of Concord District Court. The duty to report charge was from May 5. The simple assault charge was from June 1, on Loudon Road. He was held without bail. In the duty to report charge case, James, who is a registered sex offender, reportedly appeared to not be in compliance with his semi-annual registration, according to court documents. James, who was reportedly homeless at the time, listed two churches and the Lun Hing Motel as previous addresses. The officer went to speak to the motel manager who stated he hadn’t been there since March. He was previously employed at Wendy’s Restaurant on Loudon Road but hadn’t worked there in two or three months, according to the manager. The officer also spoke to his father on Aug. 12, who stated that he had been living somewhere in Pittsfield for the last month with his girlfriend. A warrant was issued on Sept. 22. According to a court affidavit from June 1, police were sent to East Side Drive to speak to a woman about a past tense domestic assault on Loudon Road. The woman alleged that she was staying in an apartment on Loudon Road and James showed up and she didn’t want to be there with him since he had allegedly assaulted her in the past including a recent incident on May 21. She attempted to leave and he allegedly cornered her and started punching her in the head and arms. The officer noticed her face was swelling up, and she had a bump on her head and bruises on her body. Concord Fire and Rescue teams were sent to assist. The officer checked and confirmed that there was an active restraining order against James and went to the apartment to arrest him. The officer could hear someone inside but no one came to the door. Neighbors said that no one had left the apartment. The officer went back to the victim and placed a 12-hour domestic arrest on James.

Justin William Robert Haberstroh, 26, of Winter Street in Manchester and/or Washington Street in Barrington, was arrested at 2:32 p.m. on Sept. 26, on two bench warrants and a bail jumping charge from Sixth District Court after failing to appear at an arraignment on a possession of a prescription drug without a prescription charge from March 13. He was arrested in Manchester and held.

Eric E. Stevens, 37, of Tremont Street in Concord, was arrested at 4:14 a.m. on Sept. 27, on a driving after revocation or suspension charge after driving into the Days Inn on South Main Street. His license was suspended on June 28.

Jameson Franklin Supry, 23, of Portsmouth Street in Concord, was arrested at 10:27 a.m. on Sept. 27, on a theft by deception charge from May 2, and a felony forgery charge on May 6, from the Bank of America on Storrs Street. The victim in the case was Merrimack County Savings Bank. He also had an active warrant from Pembroke Police.

James A Clemons, 69, of Pebble Beach Drive in Bedford, was arrested at 12:39 p.m. on Sept. 27, on a driving while intoxicated, second offense, charge. An officer was sent to Fisherville Road for an operation complaint involving a Mazda 6 where the driver may have been impaired. The officer and a sergeant caught up to the sedan near at the Blossom Hill Cemetery on North State Street and spoke with the witnesses who had been following the vehicle before police stopped it. The both alleged that the vehicle was driving south on Route 3 near Penacook. “They both said that they noticed that the operator was drinking from a bottle, swerving, and crossing both the yellow and white lines on the roadway,” the officer alleged. “They also stated that they noticed the vehicle speed up and slow down numerous times, nearly striking several vehicles and a motor cycle.” The driver, Clemons, was asked about his condition and whether he was drinking. When asked where he was heading, Clemons reportedly said home, about a block away. He later allegedly told the officer he lived in Bedford. “I noticed that there was a bottle of mouthwash in the driver’s side door,” the reporting officer alleged. Clemons agreed to perform some field sobriety tests and was arrested.

Victoria Bradford Marden, 43, of Thorndike Street in Concord, was arrested at 1:29 p.m. on Sept. 27, on a bench warrant and felony theft by unauthorized taking or transfer. Officers were sent to The Dollar Tree on Fort Eddy Road for a theft report. They spoke with an employee who alleged that Marden was walking through the store and putting items in her bag. She then allegedly left the store without paying for the items. The employee asked her to come back into the store and called police. In the bag was $34 worth of food, soda, and greeting cards. Marden allegedly told the officers “she didn’t have any money and was hungry.” A check revealed a warrant for nonpayment of fines on a DWI case out of Concord District Court. She was also convicted of willful concealment in February 2012 and theft by unauthorized taking or transfer in November 2013 so the charge was elevated to a felony. She was also given a no trespass letter.

Margaret Manario, 47, of Loudon Road in Concord, was arrested at 6:30 a.m. on Sept. 28, on a simple assault charge. Officers were sent to an apartment on a Loudon Road for a domestic assault where the husband alleged his wife was beating him and he had injured a finger. There were language issues with the call but an interpreter assisted. The husband alleged that he was attacked while he was sleeping; Manario, his wife, reportedly denied the allegations. She later alleged that he had been hitting her in the head but the officer reported not seeing any injuries. Manario was later arrested.

Kristin Emery, 42, of Ormond Street in Concord, was arrested at 12:33 a.m. on Sept. 29, on driving while intoxicated, aggravated driving while intoxicated, and transportation of alcohol/open container charges. Officers were called to Ormond Street for an unwanted guest who was intoxicated, the caller’s fiancée, who kept returning the residence in a Honda Civic. The officers didn’t see the car when the arrived and went to spent to the complainant who stated that Emery had surprised him at the house but when she got out of the car, she hadn’t put the car in gear and it started rolling on its own. The man was able to get into the car and stop it. However, later, the two got into an argument and Emery allegedly “knocked over a couple of pieces of small furniture in the kitchen” and later left. The officer didn’t see any evidence of broken furniture. Another officer later located Emery at the 7-Eleven on Loudon Road, sitting inside the car while its engine was running. She allegedly smelled of alcohol and had an open bottle of wine in the car that she reportedly attempted to hide. She agreed to perform a field sobriety test and was arrested.
