Concord Police Log: Teens Flee Underage Drinking Party on Pleasant Street

Plus, woman arrested on assault warrant and repeat offenders arrested.

Cynthia Louise Tormos, 55, of Monroe Street in Concord, was arrested at 5:45 a.m. on Sept. 16, on two simple assault charges from Sept. 9, at an apartment on Monroe Street. An officer knew of a warrant to Tormos and checked Monroe Street around 5 a.m. and saw that her car was in the driveway. The officer waited near South State Street to see if Tormos would later be driving the vehicle. At around 5:30 a.m., the officer saw the vehicle leave the area and followed it. Later, it was pulled over at the McDonald’s Restaurant on South Main Street. The officer double-checked the warrants and informed Tormos she would be arrested. Tormos allegedly began crying and was taken into custody.

Crystal Tiffany Davis, 26, of Royal Gardens in Concord, was arrested at 5:27 p.m. on Sept. 16, on a bench warrant for nonpayment of fines on a speeding summons from Sept. 9. Officers went to Davis’ home to service child abuse/neglect petition paperwork and realized she was also wanted on the warrant and arrested her.

Todd Edward Spataro, 47, of Airport Road in Concord, was arrested at 12:20 p.m. on Sept. 17, on a theft charge from Aug. 29, at the Cumberland Farms on Manchester Street.

Michael Alan Mobbs, 35, of Washington Street in Concord, was arrested at 7:38 p.m. on Sept. 17, on a default or breach of bail conditions charge. An officer tried reaching woman about a case and wasn’t able to by phone due to her voicemail being full, so the officer visited the woman’s apartment. The officer ran into Mobbs who had been arrested previously and was not supposed to be anywhere near the apartment, according to his bail. The woman stated that she had vacated the no contact order but dispatch stated that it wasn’t vacated and Mobbs was arrested.

Thomas Garvey Ransom, 19, of Stone Street in Concord, was arrested at 1:09 a.m. on Sept. 8, for driving after revocation or suspension, possession of controlled drugs, and possession of drugs. While on Iron Works Road an officer checked a Hyundai hatchback that drove by and it came back that the owner had a suspended license. The vehicle was pulled over on Springfield Street. The officer alleged that there was “a strong odor of marijuana coming from inside the vehicle.” The officer asked to speak with the driver, Ransom, away from a female passenger, while other officers arrived. Ransom reportedly blamed his mother for the license suspension saying she must have forgotten to file paperwork while he was out of the country. After talking about the marijuana smell in the car, Ransom allegedly agreed to a consent search and one full marijuana cigarette, three roaches, and two glass pipes with residue were allegedly found in the car.

Christopher A. Mathews, 35, of Stone Street in Concord, was arrested at 3:14 a.m. on Sept. 18, on a criminal mischief charge. The officer were sent to Essex Street for a disturbance and made contact with Mathews who had a bleeding hand. The officer asked what happened and Mathews reportedly stated that he was upset. Witnesses alleged that he punched a windowpane at the entrance, cutting his hand. Mathews was assisted by Concord Fire and Rescue teams and then arrested.

Wayne C. McMann, 41, of Washington Street in Concord, was arrested at 4:25 a.m. on Sept. 18, on a bench warrant out of Concord District Court from Aug. 5, for breach of bail, $191.24 cash to settle.

Elaine M. Duclos, 68, of Broken Ground Drive in Concord, was arrested at 3:15 p.m. on Sept. 18, on a felony theft by unauthorized taking or transfer charge. An officer was sent to a shoplifting incident at Shaw’s on D’Amante Drive with the person in custody. The loss prevention employee reported that about a year ago, he allegedly caught Duclos stealing items from the Fort Eddy Road store. He didn’t call police and allowed her to pay restitution after being caught, according to the report. While monitoring security video, he immediately recognized her and saw her pushing a cart, allegedly putting items in her purse, including basil and carrot bites. Duclos later paid for other items in her cart but allegedly not for the items in her purse, valued at around $8. When questioned, Duclos allegedly stated that she had put the items in her purse to see if they would fit and forgot to take them out. When asked if she had been previously arrested, she reportedly denied that she had. But a check with dispatch revealed convictions in in April 2012 and June 2012 for theft charges, so she was arrested and the charge was elevated to a felony.

Cody Alexander Swanson, 21, of Rollins Street in Concord, was arrested at 8:43 p.m. on Sept. 18, on four bench warrants on July 15, July 29, and Aug. 5, out of Concord District Court for criminal trespass and breach of bail charges. Officers went to Rollins Street to pick up Swanson but his former roommate said he kicked him out after he found out about the warrants. Swanson, however, was found at another residence nearby and arrested.

Roy J. Aikens, 51, of Thorndike Street in Concord, received a summons at noon on Sept. 19, on a criminal trespass charge. While on patrol near The Concord Center, Aikens was allegedly seen walking on the railroad tracks. The officer caught up with him later and issued him a summons.

Zachary James Snyder, 24, of Airport Road in Concord, was arrested at 5:36 p.m. on Sept. 19, on a driving after renovation or suspension charge. An officer saw a Chevrolet pickup make “an unsafe lane change” on Water Street and the vehicle was pulled over on I-93. The driver, Snyder, reportedly told the officer his license was suspended and he was arrested.

Meluleki P. Gwayi, 18, of Parmenter Road in Concord, was arrested at 1:02 a.m. on Sept. 20, and charged with facilitating a drug or underage alcohol house party, unlawful possession of alcohol, and possession of controlled drugs. Mariah Scannapieco, 18, of Canterbury Road in Concord, received a summons for unlawful possession of alcohol. Ian Bickford, 18, of Josiah Bartlett Road in Concord, also received a summons. Officers were sent to Pleasant Street for a report of an underage drinking party coming into the Concord Regional Crimeline. One of the officers arriving at the scene saw two individuals walking near Concord Hospital and some who appeared to be exiting into the woods. Five teens were found. Scannapieco allegedly smelled like alcohol and reportedly stated she was staying at her boyfriend’s house while her parents were out of town. She was later transported to Jennings Drive after being given a summons for a Nov. 3, court date. Another teen performed a breath test and had a 0.00 and was released. A 14-year-old, two 16-year-olds, and a 17-year-old were also given summonses with some being taken into protective custody due to their level of intoxication. Other officers were called to the apartment and reportedly no one would answer the door. Later, Concord Fire Department arrived and gained access to the building. Officers called out but no one answered. They searched the apartment and allegedly found Gwayi in a bed and Bickford “laying face down on the floor.” Officers and a sergeant order them to get up but they allegedly wouldn’t get up. Bickford later got up and allegedly told officers that he was hiding from them. He allegedly had glassy, bloodshot eyes, and was swaying while talking to the officers and was given a summons. Gwayi was allegedly intoxicated, with droopy, bloodshot eyes, and lethargic speech and movements. He was later arrested. Officers allegedly found a pipe and canister of marijuana on the living room of the apartment.
