Convicted Armed Robbery Fugitive Caught in Massachusetts

Giovanni Angel Monroe, last week's NH Fugitive of the Week, was arrested this morning after a two-state manhunt.

CONCORD, NH – The U.S. Marshals Service has apprehended last week’s New Hampshire Joint Fugitive Task Force Fugitive of the Week after receiving numerous tips from the public, according to Deputy Marshal Jeffrey White.

Giovanni Angel Monroe, 35, formerly of Rochester, was arrested on July 12, 2016, on conditional release violations after being convicted of armed robbery, criminal threatening, felon in possession of a dangerous weapon, and falsifying physical evidence.

Monroe was featured last week as a fugitive after the Strafford County Sheriff’s Office requested assistance from U.S. Marshals in tracking him down.

Like a lot of fugitive alerts, which White noted was a “very successful tool” at finding criminals at-large, this case was no different.

“Tips came in and investigators talked to numerous people, which finally led the Marshals Task Force to a possible location in Lynn, Mass.,” he stated.

Early this morning, task force members in Massachusetts visited an apartment on Washington Street in Lynn belonging to one of Monroe’s relatives, White noted. Monroe was located inside and arrested, without incident.

Monroe was turned over to the Lynn Police Department, where he was charged as a fugitive from justice based on the outstanding New Hampshire arrest warrants, White stated.

This arrest, he added, was made through a cooperative effort by members of the U.S. Marshals Fugitive Task Force in both Mass. and New Hampshire. Those agencies included the Lynn Police Department, Mass. State Police, Mass. Parole, Strafford and Rockingham County Sheriff’s Offices, along with deputy U.S. Marshals.
