Cops Break Up Organized Retail Criminal Enterprise

Since June 2014, the Concord Police have arrested a number of residents, including alleged ringleader, Desiree Charter.

In the last six months, Concord Police detectives have been attempting to round up individuals who are allegedly responsible for stealing more than $1,000 worth of items at Walmart on Loudon Road, according to Concord arrest reports, and Concord District Court affidavits.

According to court records, the alleged ringleader of the thefts was Desiree M. Charter, 28, of Clough Road in Pittsfield. She was arrested at 2:15 p.m. on Dec. 19, 2014, and charged with four felony counts of organized retail crime enterprise, three felony counts of theft by deception, and a single felony count of theft by unauthorized taking or transfer.

Also arrested recently were Kaitlyn Rollins, 21, of Willow Terrace in Loudon, who was arrested at 8:38 a.m. on Jan. 21, 2015, and charged with organized retail crime enterprise, a felony; Christina McIntyre, 25, of Iron Works Road in Concord, who was arrested at 9:10 p.m. on Jan. 5, 2015, and charged with organized retail crime enterprise, a felony, as well as two counts of simple assault and two counts of domestic violence (simple assault).

Previously arrested in the case for felony organized retail crime enterprise were Andrew J. Fraser, 32, of North Main Street in Boscawen, who was arrested on Dec. 12, 2014, and Rhianna Frenette, 35, of Norris Road in Pittsfield, who was arrested on June 30, 2014.

According to a court affidavit, an officer was sent to Walmart on Loudon Road on June 24, 2014, for a report of a past tense theft. The officer met with a loss prevention employee who stated that he was able to identify one of the people allegedly involved in the thefts, McIntyre, but needed help with the other one.

The officer reviewed video footage from June 10, 2014, and alleged that the second party was Charter.

In the video, Charter reportedly selected a Lego set, valued at about $120, and brought it to McIntyre who was in line at the service desk. McIntyre then allegedly turned it in for a gift card.

On June 11, 2014, the pair reportedly conducted the same process with about $130 worth of bedding.

Charter allegedly selected bedding, put it in a cart, and headed to the women’s restroom. She left the cart and went into the restroom. McIntyre allegedly left the restroom, wheeled the cart to the service desk, and returned the items.

About a week later, the loss prevention employee contacted police again and reported finding 10 separate incidents between May 18, and June 28, 2014, where Charter allegedly took items that she hadn’t paid for and returned them for gift cards.

On three occasions, Charter allegedly came into the store, took items like Lego sets and camping items, valued at about $215, and traded them in for gift cards.

In June, a number of times Charter was accompanied by Rollins, and allegedly stole about $205 worth of socks, batteries, a cable, an adapter, and other items.

In late June, Frenette and Charter allegedly pulled a scam together, taking the store for $270 worth of items.

Again in late June, Charter and Fraser also allegedly pulled the scam, taking the store for about $290.

The officer filed affidavits on Nov. 14, and Dec. 2, 2014.

McIntyre was arrested on South State Street after police were sent to a report of a domestic disturbance. A man alleged that McIntyre struck him in the face at Walmart and then, struck him again at home. After that, she reportedly left with their daughter. The officer noted that the man had a swollen nose that was bleeding.

The officer spoke to McIntyre, who was out on parole, and reportedly stated she was at Walmart and got into an argument there. After speaking with her about the incident, the officer learned about the active warrant for the organized retail crime enterprise felony charge and she was arrested.

McIntyre is due in court on Feb. 5, and Rollins is due in court on March 2.
