Court Documents Sealed In South End Park Attempted Murder Case In Concord: Follow-Up

Charges against Makeeva Laroche have been revised to one attempted murder charge; records show several prior cases and failure to pay fines.

CONCORD, NH — Police investigatory documents have been sealed, and charges revised in the attempted murder and drug robbery case in a city park earlier this month.

Makeeva Laroche, 22, of Hope Avenue in Concord, offered no plea during his video arraignment on Monday on 11 felony charges, accused of attempting to murder a teenager during a drug deal gone bad in Rollins Park in the city’s South End neighborhood on Oct. 7. He was charged with first-degree murder-attempt, robbery-weapon or serious bodily injury-conspiracy, reckless conduct-deadly weapon, first-degree assault with a deadly weapon-attempt, robbery-weapon or seriously bodily injury-attempt, second-degree assault-deadly weapon with seriously bodily injury-attempt, felonious use of a firearm, two falsifying physical evidence, and two criminal threatening-conduct with a firearm charges, all felonies.

The original four attempted murder charges against Laroche were consolidated into one.

After being arraigned, a request was made by the city prosecutor’s office to seal the supporting affidavit, which Judge Sarah Christie approved. Laroche was also held on preventative detention until Nov. 4, when a probable cause hearing will be held in 6th Circuit District Division Court in Concord.

Laroche was accused of shooting at a teenager on the evening of Oct. 7 in the area of the basketball court at Rollins Park in the South End. The teenager reportedly returned fire, hitting Laroche in the forehead.

In the hours after the shooting, Laroche was originally perceived to be the victim in the case. As the investigation unfolded, that changed. In the complaint files, police accused Laroche of attempting to rob the teenager of marijuana.

It is unknown why the investigatory documents in the case were sealed. Prosecutors tend not to seal documents in a case unless it involves a suspect that is underage, there are other suspects or charges expected against other suspects, there are current or future open investigations connected to the case, or it is a capital murder case.

Prior Criminal Cases

Laroche is no stranger to police, although his prior cases were not on the level of an attempted murder and drug robbery case.

In December 2019 and February 2020, while living on Jackson Avenue in Allenstown, he was cited on possession or use of tobacco product by a minor violations in Allenstown and Newport.

In the Allenstown case, he pleaded guilty to the charge in March 2020 and received a $124 fine, which was suspended, but he was required to complete the Merrimack County Diversion Program and remain on good behavior for a year. The Newport charge was placed on file without a finding for six months in July 2020.

While living on Pleasant Street in Concord in May 2021, Laroche was charged with criminal mischief after an incident in Rollins Park.

Five months later, he pleaded guilty and was sentenced to a $620 fine with $496 suspended and restitution for $50 for a second diversion program. He was also required to remain on good behavior for a year — a provision he would violate later but not be held accountable for.

In 2022, Laroche was arrested twice — on an indecent exposure and gross lewdness charge and public disposal of human waste violation in March and an unlawful possession violation in September.

In the lewdness case, which occurred at the Storrs Street Garage, he pleaded not guilty but later, agreed to plead guilty to the waste violation while the misdemeanor was nolle prossed. He was fined $200 but, according to court documents, never paid the bill.

On the possession charge, he pleaded guilty and was sentenced to $372 in fines. According to court documents, Laroche never paid that fine either.

In November 2023, while living on Presidential Drive in Allenstown, he was arrested on a theft by unauthorized taking-less than $1,000 charge after being accused of stealing $36 worth of booze from a New Hampshire Liquor and Wine Outlet on Storrs Street.

Laroche pleaded guilty to the charge and was sentenced to pay a $620 fine with $496 suspended while making restitution to the store and remaining on good behavior for six months.

Active Stalking Petition

Also, according to court documents, Laroche has an active civil stalking order pending against him that was filed two days after the shooting.

The petition was filed by the property owner of the shed on Fellows Street, where he was accused of stashing two handguns about 45 minutes after the shooting.

The final hearing on the stalking petition will be held in Concord District Court on Nov. 5.
