Omar Hutchinson, 28, a homeless man now located in Concord, was arrested at 8:19 p.m. on Aug. 26 on simple assault, domestic violence-simple assault, and breach of bail charges. Officers were sent to the railroad tracks underneath the Interstate 393 bridge for a report of an assault, with as many as six people involved or as witnesses. Police made contact Hutchinson, who was accused of yelling at a woman inside a tent at a homeless camp under the bridge. He accused a different woman of hitting him with a stick because he was accused of hurting the first woman, the report stated. Officers spoke with the first woman who accused Hutchinson of hitting her multiple times with a flashlight. The officer noted fresh flesh marks in the report. The reporting officer later learned the initial argument started due to Hutchinson using the remainder of her charger power. Hutchinson was arrested and since he was out on bail after being arrested on Aug. 5, he was held without bail.
