Amanda Sue Colgan, 35, a homeless woman now located in Franklin, was arrested at 3:10 p.m. on Dec. 5 on a theft by unauthorized taking charge, a felony, due to two prior convictions. Around 10:45 a.m. on Sept. 2, an officer was sent to Walmart on Loudon Road for a past tense theft from Aug. 27 involving video footage of a woman accused of stealing more than $273 worth of items, including clothing, kids’ shoes, a toaster oven, hair products, and groceries. A loss prevention officer was able to get the registration of the vehicle, a Nissan Rogue, the suspect left in, which was owned by a Manchester man. The officer contacted the owner of the SUV, who gave the number of another family member who also used the SUV. According to an affidavit, the second person identified Colgan as the woman they were with while at Walmart and denied knowing anything was stolen. The report said the officer checked Colgan’s booking photo and noted it “visually matched” the suspect in the Walmart security footage. Colgan was convicted on theft charges in Laconia District Court in December 2011 and Franklin District Court in June 2018. A warrant was issued for her arrest on Oct. 19.

Dominic Perry, 34, of Jordan Street in Revere, Massachusetts, was arrested at 2:22 p.m. on Dec. 4 on a felony possession of a controlled drug charge. Around 6:30 p.m. on March 15, two officers were sent to the Concord Coach Bus Depot for a report of a man passed out in the lobby. The man’s dog also bit an employee. Later, a sergeant also showed up. The man, later identified as Perry, was accused of having “a difficult time formulating clear and concise sentences,” and his eyeballs were rolling toward the back of his head. Perry was accused of telling officers he had been “up for days” but was unable to find another person to take custody of him after several phone calls. He was placed into protective custody by police, accused of drug impairment, and taken to Concord Hospital while the dog was taken to the Pope Memorial SPCA. At the hospital, Perry was accused of “nodding off, swaying while standing, and appearing incoherent when asked basic questions,” an officer wrote. A search of his backpack led to officers finding three buprenorphine and naloxone packets without a prescription, a report said. Perry told the officer he got them from a clinic in Massachusetts, the affidavit said. When questioned by staff at the ER, Perry said he had not been to see a doctor “in a long time.” He requested the officer to write him a note reminding him to come up with a prescription, which the officer did, the report said. Perry was cleared from protective custody at the hospital and taken to the county jail. On April 1, the officer noted they had not received a prescription from Perry. A warrant was issued for his arrest on April 5. Perry is back in Merrimack County Superior Court for a dispositional conference hearing on Feb. 28, 2024.

Richard James Kenney, 65, a homeless man now located in Concord, was arrested at 9:43 a.m. on Dec. 4 on a receiving stolen property charge, a felony, due to two prior convictions. An officer was sent to the Kwik Stop Mobil at 110 Loudon Road for a report of an unwanted guest. A store employee accused an elderly man of stealing items the day before and wanted him trespassed. The man, Kenney, was on the sidewalk outside the store and questioned by police. The officer accused him of having two bags of items — one containing a Zig Zag display full of rolling papers valued at more than $126. When questioned about it, Kenney admitted to stealing the display and the rolling papers the night before but added he was planning on returning the items, an affidavit said. “Richard stated he didn't know why he stole it yesterday from the Mobil,” the officer wrote, “he stated he had enough money to pay for it.” He was then arrested. A check found Kenney was convicted of receiving stolen property in May 2018 and theft in July 2018 in Concord District Court, so the charge was upgraded to a felony. Kenney is back in superior court for a dispositional conference hearing on Feb. 22, 2024.
