Epping Man Charged With DUI, Drug Sales, Possession After Traffic Stop: Concord Police Log

CONCORD, NH — Ralph Chubbuck, born 1979, of Boscawen was arrested at 9:55 a.m. on Dec. 27, 2023, on a violation of a protective order charge. He was arrested after an incident or investigation at the Concord Boys & Girls Club at 55 Bradley St.

Thomas Michael Joy, 32, of Concord was arrested at 9:29 a.m. on Dec. 27 in disorderly conduct and breach of bail charges after an incident or investigation on Loudon Road.

Tyler Brissette, 39, of Concord was arrested at 4:30 a.m. on Dec. 27 on two stalking and two breach of bail charges after an incident or investigation at Walmart at 344 Loudon Road as well as a bench warrant after an incident or investigation at the Friendly Kitchen at 2 S. Commercial St. Also receiving summonses for active bench warrants were Sebastian D. Rainie, born 1989, of Concord and Alex R. Crowder, 34, of Concord after an incident or investigation at the Friendly Kitchen at 2 S. Commercial St.

Peter J. Novak, born 1979, of Concord was arrested at 2 a.m. on Dec. 27 on stalking and breach of bail charges. He was arrested after an incident or investigation on Pinehurst Street.

Raquel M. Ramirez Guzman, born 1997, of Manchester was arrested at 1:27 a.m. on Dec. 27 on a driving under the influence charge and a failure to use required turn signal violation. She was arrested after an incident or investigation at the Exit 14 onramp on the southbound side of Interstate 93.

Justin D. Belair, 30, of Rex Drive in Concord was arrested at 4:28 p.m. on Oct. 14 on a felony registration of online identifiers charge. On Aug. 17, a detective took a report from Belair, who reported a cell phone number change. During the updated registration process, he was questioned about other parts of his report, including whether he had any other online social media accounts beyond an email and Facebook account listed. “Belair told me that he did not,” the detective wrote. The detective wrote they had previously suspected a possible Snapchat account in his name. When asked about it, Belair became “visibly upset” and claimed he had not used the account in a long time and did not know the exact date the account was created, an affidavit stated. The detective filed a request with Snap for information about the account and discovered it was active, had Belair’s cell phone number, and created in February, the report said. Since the Snapchat account was not listed on prior reports, a warrant was issued for his arrest in September. Belair was arraigned on Nov. 16, indicted on the charge on Dec. 12, and has a dispositional conference hearing booked for Jan. 18, 2024. According to the state, Belair is a sex offender due to a felonious sexual assault against a child under 16 but over 13 in September 2013. He has been convicted on various sex offender charges eight times.

Michael Joseph Norton, 57, of Fuller Lane in Epping was arrested at 1:57 a.m. on Oct. 10 on driving under the influence, transport drugs in a motor vehicle, deal-possess prescription drugs, one felony possession of a controlled drug-sale count, and two felony possession of a controlled drug charges as well as failure to use required turn signal and possession of a license required. Officers on Court Street saw a vehicle driving east at a high rate of speed and then, turning onto North Main Street without using a turn signal. An officer pulled the vehicle over at North Main and Loudon Road. The reporting officer spoke to the driver, Norton, and accused him of having “glossy” eyes and “dilated” pupils. A glass pipe with a tan residue was “protruding from the driver’s jeans pocket,” an affidavit said. The officer asked for a license and Norton was accused of saying he did not have it but his identity was confirmed later via his Social Security number and an automated fingerprint identification system. Norton agreed to step out of the vehicle but when asked how much methamphetamine he had smoked that evening, he denied smoking any but did admit to smoking marijuana earlier, the report said. The officer countered that they did not smell marijuana but did see the glass pipe and a plastic baggie, too, in his jeans, an affidavit said. Norton handed over the glass pipe and the plastic bag — which had chunks of what appeared to be crack cocaine inside, something he confirmed, the affidavit stated. After field sobriety tests, he was arrested and the vehicle was towed. A second officer reported finding off-white powder crumbs all over the driver’s seat, on the floor by the driver’s seat, and on the floorboard behind the driver’s seat, the report said. About a finger and a half, about 15 grams, of fentanyl was also found, along with a baggie of cocaine inside the Buick’s console, the report said. A single oxycodone hydrochloride pill was also found in the console as well as butane lighters, a digital scale, and several pipes, the report said. Norton failed to appear at an arraignment in Merrimack County Superior Court on Nov. 16, and a warrant was issued against him. According to superior court records, Norton also has active acts prohibited and possession charges out of Manchester from May 2022. He failed to appear at a dispositional conference hearing on Dec. 13 and was indicted on two possession charges on Dec. 18. Two acts prohibited charges were dismissed. Norton’s priors included felony theft convictions from Derry and Londonderry in November 2008.
