House Party on Pembroke Road Leads to Charges Against Teens: Log

Concord Police: Dunbarton man faces prescription drug charge and fight over playing video games leads to domestic charges.

CONCORD, NH - Joseph Lamphere, 27, of Robert Rogers Road in Dunbarton, was arrested at 12:14 p.m. on Jan. 30, 2016, for felony dealing in or possessing prescription drugs from an alleged incident on Nov. 11, 2015, at Concord Hospital on Pleasant Street. He’s due in court on March 14.

Christopher Lugg, 20, of Manchester Street in Concord, was arrested at 12:40 p.m. on Jan. 17, 2016, and charged with simple assault and domestic violence-simple assault. Officers were sent to the street for a report of a domestic incident. The suspect – Lugg – was “known to carry a BB gun that looks like a handgun,” according to dispatch. Lugg was asked where the gun was and discussed the situation. He reportedly told the officer that he and a woman got into an argument because he was playing video games. “Christopher said that (she) knocked over his gaming console and hit him in the face,” according to the report. The officer checked the console and it was dusty and didn’t appear to have been knocked over; he also didn’t see any redness or swelling where Lugg was reportedly hit. The woman reportedly stated that the fight was over Lugg “not doing anything around their house.” She alleged that he kicked her while holding a child. The officer saw a three inch red mark on her leg and Lugg was arrested and given a court date of the next day.

Tyler J. Dow, 18, of Pembroke Road in Concord, was arrested at 2:15 a.m. on Jan. 17, 2016, and charged with facilitating a drug or underage alcohol house party, unlawful possession of alcohol, and possession of controlled drugs. Also given a summons for unlawful possession of alcohol was Stephen C. Moran, 18, of Wedgewood Drive in Concord, Cameron Gauthier, 18. Officers were called to the area of Pembroke Road and Robinson for a noise complaint about loud music in the area. When they arrived, they found a group of vehicles parked in the street. When they knocked on the door, the officers reportedly heard rustling in the house and then, a rear door open. “I watched as a group of people came out of the door and went into the backyard,” the reporting officer alleged. “I told the other officers on scene what I had just seen and went to open the fence into the backyard. The door on the fence was locked and I was unable to gain access to the backyard.” The reporting officer made contact with Dow and was asked about who was fleeing the building. He reportedly stated that it was a few friends. Dow reportedly told the officers that his parents were not at home and they noticed a beer pong setup and beer cans. A number of other partygoers were rounded up from outside. During a check of the house, an officer allegedly found a marijuana pipe in the kitchen and a bong on the back porch, according to the reports. Some teens were taken into protective custody and others were charged but their names were not released due to their age. At least three were released from the scene due to passing breathalyzers. After some back and forth about the alcohol and marijuana, Dow was arrested.

Nicki Eisenbise, 57, of Barnard Hill Road in Weare, was arrested at 5:50 p.m. on Jan. 15, 2016, for no right on red, suspended registration, and driving after revocation or suspension after a traffic stop on North Main Street for reportedly violating the no right turn on red at Centre and North Main. Her license and registration were suspended by the NH DMV on Dec. 17, 2015, and she was arrested. She had a court date on Feb. 22.

Joshua M. Davis, 34, a homeless man now located in Concord, was arrested at 7:11 p.m. on Jan. 13, 2016, for criminal mischief after an alleged incident on Jan. 5, 2016, on Fayette Street. Officers were sent to Fort Eddy Road for a report of an aggressive panhandler. The officer spoke to a woman and Davis. Davis had an active warrant and was arrested. He had a court date on Feb. 22.

Robert C. Hartman, 48, a homeless man now located in Concord, was arrested at 12:49 p.m. on Jan. 12, 2016, for criminal trespass. While at a park and talk at The Friendly Kitchen on South Commercial Street, the director pointed out an individual who reportedly had been trespassed from the property previously. The officer took a look at the letter – issued last March – and spoke to Hartman. “Robert stated that he thought that he only had to stay away for two days and did not realize that he was trespassed for the whole year,” the officer alleged. After a check with dispatch to see if the letter was still active, he was arrested and had a court date on Feb. 22.

Phillip Brooks, 33, of Manchester Street in Concord, was arrested at 12:10 p.m. on Jan. 11, 2016, for felony willful concealment after an alleged incident at the Walmart on Loudon Road on Nov. 4, 2015. He had a court date on Feb. 22.
