Concord Police Log: Pembroke Man Allegedly Headbutts Girlfriend

Plus, teen arrested on alcohol, stolen property charges; Hooksett woman charged with theft; Loudon man charged with DWI.

Dylan Simms, 18, of Centre Street in Concord, was arrested at 9:42 p.m. on April 16, 2015, and charged with two counts of receiving stolen property and unlawful possession of alcohol connected to an alleged incident at an apartment on Centre Street and a store on North Main Street on April 4, 2015. Simms is due in court on June 1.

Robert C. Hartman, 47, a homeless man now located in Concord, was arrested at 1:43 p.m. on April 14, on simple assault, disorderly conduct, and default or breach of bail conditions charges from an incident on March 15, 2015, at Concord Hospital. He was arrested after being released from jail. He was arraigned the next day.

Kathy Mae Smith, 42, of Pleasant Street in Hooksett, was arrested at 6:19 p.m. on April 13, on two counts of theft of unauthorized taking or transfer, on a felony, from an incident on June 7, 2014, at the Merrimack County Savings Bank on Integra Drive. She’s due in court on May 18.

Jesse D. Garland, 32, of Engel Street in Concord, was arrested at 12:43 p.m. on April 12, on a theft of services charge against Meadow Brook Apartments on Fisherville Road on March 25, 2015. He’s due in court on May 18.

Myles D. Tonkin, 32, of Fayette Street in Concord, was arrested at 6:37 a.m. on April 11, on a warrant out of Manchester. He was arrested on West Parish Road.

David A. Weber, 31, of Pembroke Street in Pembroke, was arrested at 8:48 p.m. on April 10, on simple assault and domestic violence-simple assault charges. Concord Police were sent to Pembroke for a mutual aid call with Allenstown Police. When they arrived, they spoke to a woman who stated that she had an argument with her boyfriend and during the course of the argument, Weber allegedly pushed her in the chest and headbutted her. Weber, however, denied that anything physical happened and said the argument was about him seeing his son. When pressed about the incident, according to police, “he became vague with his answers.” Both the woman and Weber were reportedly “highly intoxicated.” He was later arrested and held without bail.

Frederick D. Mock, 66, of Hackett Hill Road in Manchester, received a summons at 8:53 a.m. on April 9, for operating without a license after reportedly being clocked doing 47 mph in a 30 zone on Old Turnpike Road. His license expired in October 2014. He’s due in court on May 11.

Allen J. Ballou, 29, of Main Street in Lebanon, was arrested at 12:46 a.m. on March 12, and charged with driving while intoxicated and driving after revocation or suspension after a traffic stop on Loudon Road for driving a vehicle with a headlight out. Ballou allegedly appeared to be under the influence of something and had droopy eyelids and very small pupils. He was later arrested. During processing, another officer was securing the vehicle and allegedly found a syringe on the floor of the driver’s seat.

Richard C. Frederick, 24, Memory Lane in Loudon, was arrested at 1:08 a.m. on March 7, on aggravated driving while intoxicated and two driving while intoxicated charges. While on Sheep Davis Road an officer reported seeing a Nissan Sentra take a turn without using a signal and then drift to the right side of the road and quickly correct itself. The vehicle was pulled over outside the Makris Lobster and Steak House. The driver, Frederick, reportedly told the officer he was coming from Penuche’s and gave off “an overwhelming odor of alcohol.” He allegedly was slurring his words while talking, the officer reported. After a field sobriety test, he was arrested.

Ross K. Burton, 26, of Borough Road in Pembroke, was arrested at 11:11 a.m. on March 6, on a driving after revocation or suspension charge after a traffic stop on Loudon Road for not using a signal to change lanes during heavy traffic.

Hussein S. Hindal, 22, of Merrimack Street in Concord, was arrested at 8:38 a.m. on March 3, on a bench warrant for theft by unauthorized taking or transfer from Oct. 21, 2014, $1,000 cash bail.

Cheyenne Burke, 26, of Bog Road in Concord, received a summons at 11 p.m. on March 2, for simple assault and domestic violence-simple assault. Police were sent to the apartment on Bog Road for a report of an argument between a couple. The woman, Burke, told an officer that the argument was only verbal, was “boyfriend and girlfriend stuff,” and that the man had gone out for a walk. The officer said the apartment didn’t look as if there had been an altercation. Another officer caught up with the man outside who was waiting for a ride because he didn’t want to drive home since he had been drinking. He alleged that Burke punched him in the face during a discussion about some difficulties he was having with a family member dealing with a personal issue. Police then spoke to a witness who reported hearing banging around in the apartment and the man screaming that he had been punched in the face. Since Burke had a baby sleeping and no one to watch the child, she was issued a summons.

Shannon M. Gibson, 38, of West Street in Concord, was arrested at 4:46 p.m. on March 2, on willful concealment and default or breach of bail conditions charges. Officers were sent to the Market Basket on Storrs Street for a shoplifter in custody. The reporting officer was “familiar with Gibson from previous contacts with her.” The employee alleged that she put a package of diapers under a blanket in her child’s stroller and attempted to leave the store without paying for them. Since she was out on bail from a previous incident in February, a breach charge was added. Gibson was held on $1,000 cash bail.
