From at least July 2020, the three defendants operated an interstate prostitution operation in Cambridge and Watertown, Massachusetts , as well as two locations in Fairfax County, one in Tysons and the other in the Mosaic District.
The defendants set up brothels in high-end apartment complexes in each of the locations, with a monthly rent as high as $3,664, according to court documents.

Providing airline tickets and local transportation to and from the apartments, the defendants enticed women, primarily Asian women, to travel to the brothels in Massachusetts and Virginia to engage in prostitution, authorities said. They also allowed the women to sleep overnight at the apartments, so they did not have to seek lodging.
The defendants established two websites that "purported to advertise nude Asian models for professional photography at upscale studios," but the sites were really covers for their prostitution business, according to court documents. They also used local phone numbers to communicate with verified customers, texting menus of services and directions to the brothel.
In order to be "verified," a potential customer had to complete a form and provide full names, email address, phone number, employer and a reference if they had one, according to authorities. Prices ranged from $350 to upwards of $600 per hour, depending on what services the customer wanted, and the customers had to pay in cash.
Investigators identified a wide array of customers, including politicians, high tech and pharmaceutical executives, doctors, military officers, government contractors that possess security clearances, professors, lawyers, scientists and accountants, according to court documents. The investigation into the involvement of these customers in the sex-f0r-hire scheme remains active and ongoing.
